Languages in society
While Israel is highly multilingual, with a 20% Arabic-speaking minority and large number of languages used by its enormous immigrant population such as the 600,000 Russian speakers and the 50,000 Ethiopians who have arrived in the last few years , Hebrew is the dominant language for official, public and private use of the 5,500,000 citizens. Significantly, the revitalization of Hebrew as a major component in Zionism and Jewish nationalism has guaranteed the language a status that is ideologically highly privileged. One of the concomitants of this secular Zionist ideology has been the strong encouragement of Hebrew learning and use by immigrants, and the active discouragement of public (or even private use) of the other languages known by the population. (Hallel and Spolsky, 1993; Shohamy, 1994; Spolsky, 1996) Official language policy, while not explicit, has supported this "monocentricism," and an associated Hebrew-Arabic bilingualism among the minority Arab-speaking population. The Hebrew-Arabic bilingualism is highly skewed in favor of Hebrew. Notwithstanding its relatively successful maintenance as a social, educational, literary and cultural language among Israeli Arabs, Arabic remains the language of a minority. In spite of the widespread official and ideological policy support for Hebrew, English has continued to flourish and spread in all sectors of the Israeli population.

Dr. Suellen Reed, State Superintendent of Public Instruction, the Indiana Department of Education, and the Indiana General Assembly have made a renewed commitment to reading achievement that began in 1997. Over the last three years, legislative initiatives and administrative programs have been established to address a wide array of reading and literacy issues. The policy areas that have been addressed include: new academic standards for reading, research-based early intervention programs, replenishment of school library printed materials, diagnostic reading assessments, phonics curriculum guidance, evaluation of beginning elementary teachers reading instruction skills, and increased support for adult education programs.

With the endorsement of 26 statewide reading and education associations, the Indiana General Assembly supported the Indiana Department of Education's 1997 Reading and Literacy Initiative for a Better Indiana by appropriating $14 million for new grant programs. Specifically, these funds were targeted for the Early Intervention Reading Grant program ($8 million), the School Library Printed Materials grant ($4 million), and adequate funding for the state's adult education programs ($2 million).

Canada has two official languages, meaning that international students can come to Canada to study either English as a Second Language (ESL) or French as a Second Language (FSL).
Many people choose to study ESL in Canada because of the many excellent ESL schools across the country and because of the neutral Canadian accent. Over the years, Canada has developed considerable expertise in the teaching of ESL because so many immigrants have required upgrading of their English skills. International students can study ESL for general, business or specific purposes. In addition, students can receive training in the teaching of ESL. Almost all universities and community colleges have ESL programs. In general, most private ESL schools are very flexible in terms of program requirements and intake dates.
Students enrolled in ESL or FSL programs for up to three months may study in Canada on a visitor's visa.

    This part may be cited as the 'Safe and Drug-Free Schools and Communities Act'.

G ENERAL I NFORMATION
The Chinese Language Teachers Association, Inc. (CLTA) is a professional organization devoted exclusively to the study of Chinese language, culture and pedagogy. (See our Mission Statement below.) In the years since our establishment in 1962, the Chinese Language Teachers Association has both reflected and responded to changes in our students, our teachers and our world. Although approximately half of our membership is composed of specialists in Chinese language, literature, linguistics and culture teaching at colleges and universities throughout the world, we increasingly count among our membership teachers of Chinese at primary and secondary schools and Chinese community schools, as well as students of the language and other interested parties. From each of these diverse types of experts, we learn much, and can consequently give much more to all of us engaged in the learning and teaching of the Chinese language. While the focus of our organizational energy is most concretely evident in our various publications and at our annual meeting, we are constantly seeking to expand our range of service to the Chinese language teaching profession. Specifically, we are presently working on two major initiatives: (1) to act as an advocate for and facilitator of enhanced articulation among all Chinese language learning settings, including the integration of non-textbook-specific national standards; and, (2) to serve as a provider of teacher training programs of both a pre-service and in-service nature. We are also dedicated to enhancing classroom-based application of the results of empirical research on Chinese language acquisition and instruction. And finally, the fact that you are reading this by electronic means is a result of the commitment of the Association to increased integration of technology into Chinese language pedagogy.

Preparing for a Career in Education
Education is recognized as one of the most important resources for individuals, as well as for society in general. High-quality schools and instruction, well-trained teachers, and leaders in education are indispensable elements in providing today's youth with the skills, knowledge, and attitudes necessary to attain a fulfilling future. UCI offers a variety of opportunities for students interested in preparing for a career in education, including an undergraduate minor in Educational Studies, subject matter preparation programs, teacher credentialing programs, and graduate degree programs in Educational Technology Leadership, Educational Administration, and Elementary and Secondary Education. In California, undergraduate students who wish to become teachers do not major in education. Rather, they pursue a bachelor's degree in a subject that interests them (usually one that they both enjoy and wish to teach), and later, on a postbaccalaureate basis, they complete courses prescribed for a credential program. For example, if you wish to teach math at the intermediate or senior high school level, it would be advisable to major in mathematics at UCI, with a specialization in Mathematics for High School Teaching. If on the other hand, you are interested in teaching at the elementary school level, you could choose any undergraduate major that you enjoy. Since elementary school teachers usually teach all general subjects, you should choose a major that offers a broad spectrum of courses.
