STUDENT TEACHER AGREEMENT BETWEEN PUBLIC SCHOOLS AND EASTERN KENTUCKY UNIVERSITY WITNESSETH: 1. The University/College and the Board, under the provision of KRS 161.042 and pursuant to State Board of Education regulations, is authorized to enter into cooperative agreements with universities/colleges for the purpose of providing professional laboratory experiences and student teacher experiences for the educational profession. 2. The Board and the University/College accept the joint responsibility to train qualified teachers. 3. The Board and University/College agree that all arrangements in reference to this program shall be governed and consistent with policies of the Board, as well as those of the University/College. 4. A "student teacher" is a student from Eastern Kentucky University, having met all eligibility requirements set by the Eastern Kentucky University College of Education and the Commonwealth of Kentucky for student teaching, who teaches in a school in Kentucky under the supervision of a cooperating teacher (KRS 161.042). 5. A "cooperating teacher" means a teacher employed in a school in Kentucky who is contracting with a teacher education institution to supervise a student teacher for the purposes of fulfilling the student teaching requirement of the approved teacher preparation program (KRS 161.042).

Instructional Leadership Addressing concerns about the preparation and supply of school principals across the commonwealth, Eastern Kentucky University will launch this fall a master's degree program in education instructional leadership. The new program was approved recently by the Commonwealth's Council on Postsecondary Education. "The need for principals is great," said Dr. Leonard Burns , chair of Eastern's Department of Administration, Counseling and Educational Studies . "The number applying for jobs is less than what it should be. Last year, two districts in our area could not employ a high school principal until the second term. This will increase the number of administrator candidates available to site-based decision-making councils and school boards." Regulations approved by the Kentucky Education Professional Standards Board permit training for school principals at the master's degree level. Eastern, the Commonwealth's leading producer of schoolteachers and administrators, has for years offered a certificate program in school administration. The new master's degree program, targeted to post-internship teachers, includes certification. "In the past, students would complete a master's degree in their field and then come into the certificate program," Burns noted. "Now, they have the option of getting their master's degree through our new program and becoming a principal."

(Return to Contents) The Kentucky Education Reform Act (KERA) of 1990 mandated a non-graded primary program for the first four grades of the elementary school (kindergarten, first, second, and third grades). Teachers were to use developmentally appropriate early childhood education practices and principals, serving as instructional leaders, were to ensure education program success (Chance, 1991). For principals of Kentucky elementary schools, the mandated primary program approach presented new strategies for the implementation and development of educational practices for children through age eight. The principals needed advanced skills in the teaching and learning processes and a thorough understanding of the practical application of child growth and development (National Association of Elementary School Principals, 1990). Also, they needed expertise in contemporary and traditional teaching and learning processes and an understanding of "learning readiness" (National Association of Elementary School Principals, 1990, p.34). The Kentucky elementary school evolved from desks in rows, quiet classrooms, and structured time frames of subjects into a child-initiated, multi-age, multi-ability, active classroom program. Principals were required to ensure program success, regardless of whether their educational knowledge and beliefs were based in traditional or developmentally appropriate practices (Kentucky Department of Education, 1991).
