English as a Second Language (ESL) teachers must have special preparation to teach English to non-native speakers; being a fluent speaker or an effective teacher of English to native speakers is not enough. Just as teaching mathematics or French requires special knowledge and skills, teaching English as a Second Language does also. This Digest outlines some of the relevant issues concerning ESL teacher certification: profiles of students needing ESL instruction, reasons for considering certification, academic preparation needed to teach ESL, and a description of state requirements for certification. WHO NEEDS AN ESL TEACHER? Estimates based on the 1980 Census indicate that in 1980-81 at least three-and-a-half million school-age children in the United States lacked the English language skills needed to succeed in school. These children, whose native language is not English, generally fall into two groups. The first, limited-English-proficient (LEP) students, speak, understand, and may read and write English, but not well enough to keep up academically with their native English-speaking peers. The second group, non-English-speaking (NES) students, do not speak or understand English and may have no literacy skills in their native language. This factor complicates attempts to teach them English.

Coles Vital Statistics Public school districts Public schools K-12 enrollment Minority students Children in poverty Students with disabilities 2.7 billion Annual K-12 expenditures (all revenue sources) riting and rewriting standards was the focus for state educators in Kansas last year. In 1997, after months of contention, the state school board decided that the state's academic standards should be revised and the student assessments rewritten to reflect them. In particular, the board wanted to eliminate many of the performance-based components, which were seen as unreliable and an inefficient use of students' time, says Kevin Gilmore, the board chairman. So last year, the board created an academic-standards committee and asked it to review current curricular standards for reading, writing, mathematics, science, and social studies. The committee was charged with bringing greater clarity and specificity to what teachers should teach and students should learn at different grade levels. It was also told to set priorities for what would be tested on the state assessments and provide advice on assessment methods. The advisory committee has made progress on reading, writing, and math, and it continues to work on social studies and science. Each revision produced by the committee must be reviewed by the board before portions of the tests are approved and then adopted.

Contact KNEA November State Board News New Performance Levels Approved ESEA, and the requirement to move all students to the "proficient" level and above on state assessments, caused the State Board to reexamine and revise the performance levels on the Kansas assessments. ESEA requires at least 3 levels: advanced, proficient and basic. (A level below basic is required also.) Previously, Kansas had 5 levels for student performance: advanced, proficient, satisfactory, basic and unsatisfactory. The "middle" level was satisfactory. The new levels will be: exemplary, advanced, proficient, basic and unsatisfactory. The "middle" level will be proficient. Board members discussed the advantages and disadvantages of adopting the levels mentioned in ESEA versus adopting revision to Kansas' 5 levels. They decided to stay with 5 levels because that provides more specific information about where students are performing on the state assessments. The key, as Board members learned, is in defining the levels and setting "cut scores." It is not presumed, as is not the case now, that scores would be distributed evenly across the 5 levels or distributed using a Bell-shaped curve. A timeline for determining the new cut scores was not discussed.
