Unique Programs
Administratively, the Institute consists of three sections: the General Affairs Division, the Educational Training Division and the Test Division. The General Affairs Division is responsible for general management and administration, public relations, and services and support for those enrolled at the Institute. The Educational Training Division handles curriculum planning, the screening of applicants and acceptance of participants, and the implementation of instructional programs. The Test Division administers the Japanese-Language Proficiency Test conducted abroad.

The Institute's primary focus is on Japanese-language training programs for specialists, aimed at helping them develop language skills that are directly useful for their specific professional activities or for pursuing their specialized study. This Institute offers such Japanese-language programs that are designed for specific professional purposes, heretofore scarcely available even in Japan, for diplomats, public officials, librarians, researchers, and postgraduate students from abroad. The Institute's devotion in this field includes research and development of teaching methods and materials, and the results and data acquired here are expected to be made public for the benefit of the Japanese-language education as a whole. 2. July 12, 2002 1. Objectives

With the progress of globalization in the economy and in society, it is essential that our children acquire communication skills in English, which has become a common international language, in order for living in the 21st century. This has become an extremely important issue both in terms of the future of our children and the further development of Japan as a nation.
At present, though, the English-speaking abilities of a large percentage of the population are inadequate, and this imposes restrictions on exchanges with foreigners and creates occasions when the ideas and opinions of Japanese people are not appropriately evaluated. However, it is not possible to state that Japanese people have sufficient ability to express their opinions based on a firm grasp of their own language.
Accordingly, we have formulated a strategy to cultivate "Japanese with English abilities " in a concrete action plan with the aim of drastically improving the English education of Japanese people. In addition, we aim to make improvements to Japanese-language education.

    National Foreign Language Standards
    All seven programs have incorporated the five Cs of the national standards (communication, cultures, connections, comparisons, communities) into their curriculum. In some districts, the five Cs explicitly form a core element of the foreign language curricula for all grades. In others, the content-related curricula address the standards in an integrated, almost organic way. Interestingly, none of the programs has adopted textbooks to form the core of its instructional program. Rather, materials are identified or developed that connect language learning to the immediate context or to specific lessons in the regular curriculum.
    A Focus on Content
    All seven of the model programs use content-based or content-enriched curricula that are closely tied to the general elementary school curriculum. Content-based programs are those in which one or more subjects are taught in the foreign language. Immersion programs, in which some or all academic subjects are taught in the foreign language, are content based.

Introduction

The Standards for Japanese Language Learning document is the result of an effort by K-16-level Japanese language educators to bridge the publication Standards for Foreign Language Learning: Preparing for the 21st Century , developed by The National Standards in Foreign Language Education Project, with Japanese language classrooms in the United States. (Formal publication of a volume containing the generic standards plus the language-specific standards developed for Japanese as well as for a number of other languages, is scheduled for spring 1999. Inquiries should be directed to the American Council on the Teaching of Foreign Languages (ACTFL), at 6 Executive Plaza, Yonkers, NY 10701.) Close examination of the Foreign Language Education Project standards allowed the task force to determine what modifications were appropriate to meet the unique needs of Japanese teaching and learning environments. The resulting Japanese-specific standards adopt the strengths found within the original standards document while incorporating changes that address issues specific to the field of Japanese language education. As these standards are based upon the Standards for Foreign Language Learning , their interpretation and effective application is dependent upon familiarity with the original document. The

Five Programs for Teaching English Abroad

When you work abroad as a marketing executive or computer programmer, you're bound to learn about the country's customs. But teaching English abroad often to young people typically eager to teach you about their own culture may be an unrivalled route to quickly learning about another country. A number of programs exist for individuals interested in teaching English abroad. Typically, you do not need to know the host country's language training may be offered in the US or when you arrive. Some of the best teach-abroad programs, such as the Japan Exchange and Teaching (JET) Programme, provide housing, travel expenses and a salary, while others are essentially volunteer operations, geared toward providing a unique cultural experience. A list of programs is available from the University of California at Irvine's Center for International Education. Here are five: Central European Teaching Program (CETP) Based at the World Affairs Center of Beloit College in Beloit, Wisconsin, CETP provides English teachers to public schools in Hungary, Romania and Poland. CETP teachers include recent college grads, mid-career professionals on sabbatical and retired couples. Contracts are typically for 10 months, lasting from September to June. A week-long orientation in the host country is provided. Teachers are paid on the same pay scale as local teachers. The host school or local government provides accommodations typically a furnished apartment near the school.

Major in Chinese/Japanese Through DEALL, we offer undergraduate degree programs that require completion of a basic language sequence of 45 credit hours plus another 10-15 credit hours of elective intermediate and advanced language courses at the 300-level and above. These degree programs also include linguistics or literature courses taught partially in the target language, and selected courses on East Asian culture and history.
Dual Degree Program In an effort to improve our linkages with professional schools, two dual degree programs were initiated in 1982: Chinese and International Business (leading to a B.A. in Chinese and a B.S. in International Business) and Japanese and International Business (leading to a B.A. in Japanese and a B.S. in International Business). Both programs require the same credit hours of a B.A. in Chinese or Japanese, in addition to the coursework required for a Business degree. Major in East Asian Studies This program is coordinated through the Undergraduated Internationals Studies Program, and as a multidisciplinary program, it places as much emphasis on social science and history as on language and literature. We have four East Asian tracks within this degree program: society; history; arts and literature; and politics and international relations. Thirty credit hours of language training in Chinese, Japanese, or Korean are required for this program.
