Iran GOVERNMENT AND POLITICS Government: Islamic Republic under Constitution of 1979, with Ayatollah Sayyid Ruhollah Musavi Khomeini as faqih (see Glossary) for life and ultimate decision maker. Executive branch included elected president, responsible for selecting prime minister and cabinet, which must be approved by parliament, or Majlis (see Glossary), elected legislative assembly. Judiciary independent of both executive and Majlis. Council of Guardians, consisting of six religious scholars appointed by faqih and six Muslim lawyers approved by Majlis, ensured conformity of legislation with Islamic law. Politics: Islamic Republican Party, created in 1979, dissolved in 1987 because its factions made it unmanageable. Iran Freedom Movement, a nonreligious political party, existed in 1987 but had been intimidated into silence. Opposition political parties existed in exile abroad: monarchists, democrats, Kurds, Islamic groups, and Marxists. Regime stressed mass political participation through religious institutions, such as mosques, rather than political parties. Factories, schools, and offices had Islamic associations similar to mosque voluntary associations. Fervent religious zeal and support for the Revolution promoted by the Pasdaran (Pasdaran- e Enghelab-e Islami, or Islamic Revolutionary Guard Corps, or Revolutionary Guards). TEHRAN, March 17 (AFP) - Iran's government will not stand in the way of talks between Iranian and US legislators and wants to clear up mistrust between Tehran and Washington, the government spokesman said Sunday. "We reject any condition that would interfere in our internal affairs, but holding talks between precise bodies, such as parliament, is not forbidden," Abdollah Ramezan-Zadeh told a press conference. "Whether discussions take place or not, that depends on Iranian deputies," he said, in reference to an invitation last Wednesday from US Senator Joseph Bidden for Iranian MPs to visit Washington. "We accept any form of discussion, so long as it is not characterised by interference or threat. The mistrust between the two countries must be cleared up," he said.

By Christine Foy for the Iran Project Shah Mohammad Reza Pahlavi came to power in 1953 in a coup engineered by the CIA. He was praised in the West for his land reform and efforts to modernize Iran's industry and culture. But within Iran, he was seen as an increasingly brutal dictator. He instituted the SAVAK secret police in 1957 to oversee political activity and the work of the press, and in 1975 he decreed a one-party system. Mass demonstrations erupted in 1978, escalating until the Shah fled Tehran in January 1979. Iran was declared an Islamic Republic after the 1979 revolution. Iranians voted overwhelmingly in a referendum to establish an Islamic constitution. Under that constitution, the legislation of the country is guided by the code of Islamic law. Although a president and parliament are elected, supreme authority belongs to religious leaders. Tensions still exist today over how much Western influence should be allowed. Iranians also disagree on how much power should reside with popularly elected politicians or with religious leaders.

overthrowing the government of Iran
by Mark Curtis From Lobster 30 This is a slightly abridged version of part of chapter four of Mark Curtis's book The Ambiguities of Power: British Foreign Policy since 1945 (Zed Press, 1995). In August 1953 a coup overthrew Iran's nationalist government of Mohammed Musaddiq and installed the Shah in power. The Shah subsequently used widespread repression and torture in a dictatorship that lasted until the 1979 Islamic revolution. The 1953 coup is conventionally regarded primarily as a CIA operation, yet the planning record reveals not only that Britain was the prime mover in the initial project to overthrow the government but also that British resources contributed significantly to the eventual success of the operation. Two first-hand accounts of the Anglo-American sponsorship of the coup - by the MI6 and CIA officers primarily responsible for it - are useful in reconstructing events. Many of the secret planning documents that reveal the British role have been removed from public access and some of them remain closed until the next century - for reasons of 'national security'. Nevertheless, a fairly clear picture still emerges. Churchill later told the CIA officer responsible for the operation that he 'would have loved nothing better than to have served under your command in this great venture'. In the 1950s the Anglo Iranian Oil Company (AIOC) - later renamed British Petroleum - which was managed from London and owned by the British government and British private citizens, controlled Iran's main source of income: oil. According to one British official, the AIOC 'has become in effect an

In a letter to British Foreign Secretary Jack Straw, who will meet Iranian Foreign Minister Kamal Kharrazi on February 5, Human Rights Watch said it was concerned that "these much promised reforms have not materialized," and urged the British government "not to accept mere words but to push for measurable improvements in specific areas of concern." In recent months, the arbitrary detention of students and the targeting of government critics have increased. Scholars and students who criticize the ruling clerical establishment have faced death sentences, teaching bans or long prison terms. Several government officials and close associates of reformist President Mohammad Khatami have been held incommunicado for months because they published a poll showing that a majority of Iranians favor restoring relations with the United States.
