DANNA HARMAN Jerusalem Post Service JERUSALEM Sharply criticizing U.S. overtures toward Iran last week, senior Israeli officials said this week that such moves will succeed only in encouraging a government opposed to the peace process and keeping a real democratic revolution in Iran at bay. Last Friday, Secretary of State Madeleine Albright announced a series of policy steps including lifting the ban on the import of certain luxury items aimed at improving relations with Iran. Speaking before the American Iranian Council in Washington, Albright highlighted democratic developments following last month's Iranian elections and said the administration is prepared to move toward bettering relations "step-by-step, or more rapidly if Iran indicates a desire and a commitment to do so." Last month's elections left reformists with an overwhelming majority in Iran's parliament. While formally Jerusalem would not criticize the United States, and top officials in the Foreign Ministry actually welcomed the move to rapprochement, several top Israeli officials privately expressed disappointment with the new stance, saying it is a mistake to reward the "untested" new government in Tehran. "If and when Israel and Syria reach a peace deal, Iran will be the main force working against it, backing terror attacks here. Having reformists in the parliament does not change that," said one defense official.

    TEHRAN Iran arrested 150 people in the past five months on charges of terrorism and espionage, the country's intelligence minister said.
    Since March 20, the beginning of the year in the Iranian calendar, "50 spies, 100 terrorists and other counterrevolutionaries have been arrested and 1,000 pieces of illegal weapons confiscated," Intelligence Minister Ali Yunesi told the English-language daily Iran News.
    Iranian officials usually use the words terrorist and counterrevolutionary to refer to the Iraq-based Mujahedeen Khalq, an Iraqi-based opposition group. Details on the 50 alleged spies were not provided.

    Iran: Government Until 1979, Iran was a constitutional monarchy with a parliamentary form of government, which adhered to the constitution of 1906. Iran became a theocratic Islamic republic in 1979. A new constitution was written, incorporating a four-year presidential term, a prime minister, and a unicameral parliament (the Islamic Consultative Assembly). A large number of religious political parties exist, some of which are suppressed by the government. An important Islamic religious advisory board works in close conjunction with the government.

    By Michael Lelyveld Iran's government seems to be making a new push for foreign oil investment by confronting conservatives that see outside interests as a threat. Reformers may see their recent victory in parliamentary elections as a sign that it is time to act in Iran's economic interest. RFE/RL's Michael Lelyveld reports. Boston, 5 June 2000 (RFE/RL) Iran may be showing new determination to open its oil market to foreign investment since the convening of a more liberal parliamentary Majlis last month. In an unsigned editorial last week, the Iranian official news agency IRNA said the country must encourage foreign investment to bring needed technology to the oil industry. IRNA cited the eight-year war with Iraq, the imposition of trade sanctions and what it called "various obstacles in international relations" since the 1979 Islamic Revolution as factors limiting Iran's access to technology for oil development. By its own assessment, Iran needs at least $3 billion in investment to increase production capacity and another $2.5 billion to make up for the depletion of old oil wells. Some foreign analysts saw Iran's production problems as a major reason for its resistance to OPEC output hikes earlier this year. The IRNA editorial frankly addresses concerns that Iran may not be able to maintain its position as OPEC's second biggest producer unless it attracts more investment.

    February 26, 2002 WARNING (Issued on 01/30/02): The Department of State warns U.S. citizens to carefully consider the risks of travel to Iran and recommends that Americans who travel there exercise caution. The Kurdish northwest of the country, the area near the Iraqi border, and the Baluchistan border area near Pakistan and Afghanistan are generally not safe for tourism. Iranian President Khatami has conducted a "Dialogue Among Civilizations" under the sponsorship of the United Nations, and called for an increase in private exchanges between Iranians and Americans - and some limited exchanges have taken place. However, given that some elements of the Iranian government and population remain hostile to the U.S., that the Iranian political situation remains volatile, and that some areas of the country are unsafe for tourism, Americans should exercise caution when deciding whether to travel to Iran, and where to go within the country. COUNTRY DESCRIPTION: Iran is a constitutional Islamic republic, governed by executive and legislative branches that derive national leadership primarily through the Muslim clergy. Shia Islam is the official religion of Iran, and Islamic law is the basis of the authority of the state. Shia Islamic ideals and beliefs provide the conservative foundation of the country's customs, laws and practices. Iran is a developing country. The workweek in Iran is Sunday through Thursday; however, many government offices and private companies are closed on Thursdays. Friday is a public holiday for all establishments. Offices in Iran are generally open to the public during the morning hours only.
