Q. A friend of mine has a kindergartner who doesn't recognize letters yet, except for two in his name. He did not start school too early and a psychological evaluation does not reveal any mental deficits. His scores were not scattered enough between the WPPSI and achievement testing to determine a learning disability. He passed visual and auditory screenings as well as language testing. What other areas do they need to examine? Do they need to wait another year so the spread between IQ and achievement scores is bigger? Thanks for any info. A. Although a large difference between IQ and achievement is often viewed as a classic hallmark of a learning disability, recent research tells us that we shouldn't equate this "gap" with learning disabilities. There are a lot of reasons that children have uneven profiles, and we know that many children without any evidence of learning disabilities often exhibit this discrepancy. For this reason, many professionals in the field of LD are calling for an end to the use of the "discrepancy formula" as a way to determine learning disabilities. So waiting for a bigger spread to occur is not the solution.

Q. My son is the “leader” of his first grade class and is far above the rest of the students. He is currently reading and comprehending at a fifth grade level. He is emotional, verbal, and a good thinker. The school district tested him for the gifted program, but their tests showed he is not “gifted.” How much faith should a parent put in a test that identifies whether or not a child is gifted? My wife and I feel he should be placed in a different class since the regular class is too easy for him. What should we do? Is he gifted or not? A.

Macintosh programs require any Macintosh with a 030 or higher processor, System 7.0 or higher, 8 MB of RAM, a 13'' or larger monitor with 256 colors, a double speed CD-ROM drive, a hard disk with at least 15 MB of free space and a mouse.
    Overview and Standardization
    The CI/AT is actually a computerized version of the American School Psycho-Educational Assessment (ASAS) and the American School Achievement Test (ASAT). These group-administered tests of ability and achievement were modified for use so that children could take them on the computer. There is no evidence in either the handbook or the technical manual that any children were actually administered the computerized version of the test during standardization. Instead, the ASAS and the ASAT were standardized based on a paper-and-pencil administration.

    Report: Iowa excels in special education
    A commission says services that focus on enabling youth, not on IQ tests, should be followed nationwide. By KATHY A. BOLTEN
    Register Staff Writer
    A national education commission has recommended that the other 49 states follow Iowa's lead and stop using IQ tests to screen students for learning disabilities. The recommendation is from the President's Commission on Special Education, chaired by former Iowa Gov. Terry Branstad. The commission issued a report earlier this month on improving the nation's main special education law, called Individuals with Disabilities Act. The law originally took effect in 1975 and is slated to be renewed by Congress this year. Iowa is the only state in the country that does not rely on intelligence quotient tests to determine whether a child is eligible for special education services.
