It is bounded by the Mississippi R., across which lie Wisconsin and Illinois (E); Missouri (S); Nebraska and South Dakota, from which it is separated by the Missouri and the Big Sioux rivers, respectively (W); and Minnesota (N). Typical of Iowa is the prairie. Covered a little more than a century ago with grass higher than the wheels of the pioneers' prairie schooners, or covered wagons, the prairies are now covered with fields of corn and other grains. The wild flowers that once blossomed among the prairie grass still brighten the roadsides; however, few areas of the original grassland remain, and prairie grass preserves have been established. The former habitat of wild turkeys, prairie chickens, and quail, Iowa abounds with migratory geese and ducks and the imported ring-necked pheasant and European partridge, all of which are hunted in the autumn. Des Moines is the capital and largest city. Other major cities are Cedar Rapids, Davenport, and Sioux City. Near Marquette is Effigy Mounds National Monument, site of Native American mounds built by the area's earliest inhabitants. Many state parks and forests provide recreational facilities.

    Under current law, all hospitals will receive a Medicare payment update in FY2003 of hospital cost inflation minus approximately one-half percent. (In 1999, the average Medicare margin for hospitals in large cities was 6.1%, but for hospitals in small urban areas it was only 2.7%, and rural hospitals' Medicare margin was negative 3.2%.) A full payment update for hospitals in rural and small urban areas is needed to stabilize the economic health of those vital facilities so they can continue to serve Medicare beneficiaries and others. The Medicare Payment Advisory Commission (MedPAC) has recommended such a change.
    - Increase the base payment for hospitals in rural and small urban areas to the level of large urban hospitals
    Medicare now pays hospitals in large cities, those with population of more than a million, for each inpatient using a base payment that is 1.6% higher than that for hospitals that are in smaller cities or in rural areas. Hospitals in smaller cities and in rural areas have much smaller Medicare inpatient margins than hospitals in large cities, and one reason for this difference is this unsupported payment distinction between hospitals based on their location. This provision would raise the base payment for hospitals in smaller cities and in rural areas, including all of Iowa, to the same level enjoyed by hospitals in large cities.

    Bordered on the east by the Mississippi River and on the west by the Missouri River; Iowa is located in the "heartland of America" a region of four distinct seasons with hot, humid summers and cold, snowy winters. The deep, black topsoil provides a fertile resource for crop production. High temperatures in July average in the upper 80s F (26.6 c) and frequently reach 100 degrees F (37.7 c). Lows in January average between 10 to 20 degrees F (-12.2 to - 6.6 c), dropping at times below zero. Annual rainfall ranges from 26 inches (66 cm) in Northern Iowa to 36 inches (91.4 cm) in the southeast, with about 70 percent falling from April through September. Heavy snow often covers the state from January through March, with a yearly average snowfall of 50 inches (127 cm) in the north and 22 inches (55.8 cm) in the south.

    My permanent appointment is in the Department of Geography at the University's Duluth Campus , where I teach a variety of urban, economic, political, regional and theory courses as well as direct the Center for Community and Regional Research (a unit of CURA ). At the Twin Cities, I serve on graduate committees, teach directed readings, supervise or co-supervise theses and dissertations, and otherwise participate in the intellectual and social life of the Department (through groups and events such as the Minnesota Geography Reading Group, Friday Coffee Hours, and Brown Day). Possibilities exist for other kinds of interaction as well, depending upon the particular needs of the Duluth and Twin Cities departments at particular points in time.
