Outstanding Obligations Report Analysis OVERVIEW State agencies, state authorities, and local governments reported $7,531,130,331 in outstanding obligations as of June 30, 2002. This is compared to $5,964,974,077 on June 30, 2001, which is an increase of $1,566,156,254. The largest portion of outstanding debt on June 30, 2002, is made up of "general obligations" equaling $3,142,879,635(41%) and "revenue" obligations equaling $2,025,355,652 (27%). The most commonly reported purpose for issuing obligations is "Public Buildings/Schools," with $2,136,528,774 (28%). The purpose category "other" ranks second, totaling $1,810,632,802 (24%). The purpose category "utilities/sewers" ranked third, totaling $1,354,033,555 (18%). SHORT TERM DEBT OBLIGATIONS The body of the report this year has a breakout of the short-term debt obligations for each entity. Short-term debt is an obligation of the entity, but is primarily used for cash flow purposes or in anticipation of issuing longer-term debt at a future date. There may or may not be a tax levy which supports this debt. CITIES Cities report the greatest amount of outstanding obligations, with $2,982,421,272 outstanding as of June 30, 2002. This represents an increase of $309,427,433 (12%) over the $2,672,993,839 outstanding on June 30, 2001.

The DNR coordinates recreational safety programs through their Fisheries and Wildlife Division. Several of these programs are related to recreational activities available for students coming to Springbrook or for use by Physical Education teachers in your school. By incorporating these activities at school you will have more time to do the hands-on portions during field trips. ATV (All Terrain vehicle) Rider Education
This is a mandatory program for individuals who ride their ATV 's on public. land. It is a cooperative program between the lowa DNR and the ATV Safety Institute (ASI). Courses are from 5 1/2 to 7 hours in length. The primary goal of the program is to promote the safe and responsible use of ATV's. Only ASI certified instructors are allowed to teach the course.

Boating Education
This non-mandatory program is available as an instructed or home study course. The Iowa Boating Education Course is designed to promote safe and responsible boating practices and to instill a sense of responsibility by making the students aware of their actions and the potential consequences of these actions. The course is designed to be a least. 6 hours long. Students must be at least 12 years of age and score a minimum of 80% on the exam to become certified.

MISSION STATEMENT: The Workforce Development Department will commit it's resources to Iowa's prosperity by working to ensure the income security, productivity, safety and health of all Iowans. One of IOSH Consultation and Education's goals is to reduce the incidence of injury or illness to workers by enhancing ability to identify and control safety and health hazards. Employers can learn about potential hazards at their worksites and improve their occupational safety and health management systems by using the free consultation services. This service is delivered by the State of Iowa using well-trained professional staff. Most consultations take place on-site, though limited services away from the worksite are available. This program is completely separate from the IOSH Enforcement staff, no citations are issued or penalties proposed, and it is confidential SHARP and VPP are company recognition programs for safety and health management awarded by the Commissioner of Labor on behalf of the Governor of Iowa.
