University Libraries and Scholarly Communication:
Implications of the Mellon Foundation Report
Duane E. Webster
Executive Director
Association of Research Libraries
PAPER
I am pleased to be here today to introduce to you the Mellon Report on University Libraries and Scholarly Communication. I would like to thank the University Libraries Section for inviting me to participate in these discussions today. In my comments this morning I want to highlight the key points of the Mellon Report and then suggest three strategies for future action. An outline of the report was distributed at the outset of our discussions to serve as a guide. Let me start by saying I am pleased to note the continuing interest of the Andrew W. Mellon Foundation in libraries, scholarly communication, and the academic enterprise. The Foundation resulted from the consolidation in 1969 of the Old Dominion Foundation into the Avalon Foundation, with the name being changed to the Andrew W. Mellon Foundation. According to the original charter, the purpose o f the foundation is to "aid and promote such religious, charitable, scientific, library, and educational purposes as may be in the furtherance of the public welfare or tend to promote the well doing or well being of mankind." As you can see, the Mellon Foundation is committed to continuing to support the evolution of research libraries, academia, and scholarly communication. With the publication of "University Libraries and Scholarly Communication," they have done a remarkable job of describing the library landscape as it appears today, it its collecting, operating, financial and electronic dimensions. Their involvement promises to support constructive innovation and development on behalf of all libraries in this country. I for one appreciate greatly their interest and dedication.

Transfer Agreements Students transferring to Bellevue University with an Associate degree will have met the other requirements of the General Education Core Curriculum for Accelerated Programs. Students transferring without an Associate's degree will take all General Education Core Curriculum requirements not met by previous coursework. Students transferring to Bellevue University with a Bachelor's degree will have met all General Education Core Curriculum requirements and only need to complete the major. Admissions Office staff will complete an evaluation showing what requirements have been met and what courses the student must complete. General Transfer Policy The Registrar's Office conducts initial evaluations of incoming students' academic records, to ensure all required academic documentation is on file and to apply transfer credit to Bellevue University degree programs in accordance with established policies. Complete reevaluations of these records are conducted only when students change degree programs, majors, and/or when they change university catalogs. A final audit of students' academic records is conducted by the Registrar's Office in conjunction with students' application for graduation. The Registrar's Audit Section ensures all required academic documentation is on file, and all degree requirements are completed prior to issuing a Bellevue University diploma.

If a student wants to attend the Iowa Braille School, the student must have a visual impairment, be referred by the local school district/area education agency/parent, and complete the enrollment process (see the Enrollment Guidelines and Enrollment Procedures). The student's IEP team, including a representative of the Iowa Braille School, makes the determination that the student should attend the Iowa Braille School.
What is the student body like at the Iowa Braille School? Many of the students have low vision and some are totally blind. Many of the students have additional disabilities. Most of the students enroll when they are older, so most of out students are teenagers.
Can a prospective student and parents visit the campus? Absolutely! The Iowa Braille School encourages prospective students, their parents and educators to visit while considering enrollment.

since February 4, 1999 Inclusive education means that all students in a school, regardless of their strengths or weaknesses in any area, become part of the school community. They are included in the feeling of belonging among other students, teachers, and support staff. The federal Individuals with Disabilities Education Act (IDEA) and its 1997 amendments make it clear that schools have a duty to educate children with disabilities in general education classrooms. This web site is designed for general education teachers, special education teachers, parents, and school staff to help provide some answers about how inclusive education can be accomplished. Resources for making accommodations are included as well as links to other web sites and resource lists for learning more about inclusive education.
