    Introduction
    While this paper concentrates on settlement of disputes within the WTO, it is in fact concerned with all aspects of an optimal legal system, in which rule making, and execution and administration of rules, sit alongside formal dispute settlement as the three elements of legal governance. Analysis of dispute settlement will highlight issues pertaining to all three, given that interpretation and application of the Uruguay rules through that system, helps show whether current substantive rules and the manner in which they are expressed are suitable. Insights into uncertainties and inadequacies within the Uruguay Round agreements should hopefully give strong guidance to negotiators in the Doha Round as to optimal drafting style as well as substantive aspirations. From the legal perspective, the GATT/WTO system is both a significant achievement and an invaluable means to analyse the nature and effectiveness of international law and international legal institutions.
