Center for Justice and International Law (CEJIL) (Washington, DC) - CEJIL is a regional human rights organization that works to ensure full implementation of international human rights throughout Latin America, by supporting the victims of human rights violations who have no opportunity for justice within or compensation from their own countries. The fellow, Maria Sol Blanchard , a Chilean lawyer, will serve as the Economic, Social, and Cultural Rights Project Coordinator. In this position, she will prepare an analysis of the available international mechanisms to secure recognition of the nature and importance of economic, social, and cultural rights, particularly within the inter-American system. She will also work with the Center for Civil and Human Rights, a partner organization, to organize and record the proceedings of a seminar focused on the current situation in Mexico. Ms. Blanchard holds a law degree from the Universidad Diego Portales, and completed her L.L.M. in International Human Rights from the University of Notre Dame in May 2001.

West Hartford, Connecticut The situation is now familiar to those of you in the construction trades: your local unions are becoming shells. The powers that were traditionally exercised by your local union have been sucked upward and usurped by district or regional bodies. The locals still exist, but they have no power. The real work is being done by the next-higher bodies. These district or regional bodies are called "intermediate" bodies because they are intermediate between the locals and the international. Where do these intermediate bodies get their money? Is it legal? back to top The Issues Typically, the intermediate union bodies are financed from dues collected directly from rank and file workers. What usually happens is that workers go from job to construction job, and wherever they are employed, the employers takes dues out of their paychecks and send it to the intermediate body. (The intermediate bodies may also collect funds by assessing per capita dues on the locals, but that is a different situation.)

to end Colombia's escalating reign of terror

Amnesty International is calling on President Andrés Pastrana Arango to use the opportunity of Colombia's national human rights day on 9 September to announce an immediate and decisive program of action to tackle the country's escalating human rights crisis. One month after his inauguration, the international community anxiously awaits a sign that the new government has the political will to end massive and systematic violations of fundamental human rights without further vacillation. The widespread contempt for human rights in Colombia has led to a deep-rooted crisis of alarming proportions. More than 30,000 people have been victims of politically motivated killings in the last decade, some 3,000 have "disappeared" and more than one million people have been internally displaced by the escalating and increasingly brutal armed conflict 150.000 in the first eight months of 1998 alone. The principal victims of the spiralling human rights crisis are civilians, including community leaders, trades unionists, political and social activists, human rights defenders and poor peasant farmers living in areas whose control is disputed between the armed forces, their paramilitary allies and guerrilla organizations.

SPAIN Euskadi Ta Askatasuna (eta), Basque Homeland and Freedom, by the (gal), Anti-terrorist Liberation Groups. Two former senior government officials were among those convicted and imprisoned after the first trial relating to gal crimes. There were new reports of torture and ill-treatment by law enforcement and prison officers. Law enforcement officers charged with torture were tried and sentenced, often after lengthy delays; sentences were frequently nominal. eta continued to commit human rights abuses, including deliberate killings of political representatives, before declaring an indefinite cease-fire. In March the Disciplinary Committee of the Consejo General del Poder Judicial (cgpj), the governing body of the judiciary, agreed that about 40 specific complaints of ill-treatment of prisoners between 1996 and 1997, many of which had been closed, should be examined by its inspection service to determine whether the judges involved in the relevant inquiries had performed their tasks competently. The complaints were submitted to the cgpj by prisoners' relatives and a number of non-governmental organizations in Spain. In May, in his annual report to parliament, the Ombudsman criticized the prison department for failing to take sufficiently rigorous disciplinary measures against prison officers under investigation in some cases where prisoners had died or been ill-treated.
