All peoples have the right of self-determination. By virtue of that right they freely determine their political status and freely pursue their economic, social and cultural development. 2. All peoples may, for their own ends, freely dispose of their natural wealth and resources without prejudice to any obligations arising out of international economic co-operation, based upon the principle of mutual benefit, and international law. In no case may a people be deprived of its own means of subsistence. 3. The States Parties to the present Covenant, including those having responsibility for the administration of Non-Self Governing and Trust Territories, shall promote the realization of the right of self-determination, and shall respect that right, in conformity with the provisions of the United Nations. IQSC 2000.004.0142 Yvonne Wells surrounds the central figures of her quilt with seven vignettes of historical and social importance. At the quilt's center, Martin Luther King, Jr., civil rights leader, speaks at a podium. Directly beneath him, a simplified map of the United States invokes the image of a waving flag. To the left of the flag a black figure hangs from a tree branch, while at the tree's base two figures pick cotton. To the right of the flag, a black figure, possibly bleeding, sits within view of a white figure, most likely a slave trader, at the head of a sailing ship. In the lower right corner, a black figure sits in the rear of a bus, behind two whites. Other historical events are depicted in the quilt: a white man holds the leash of a dog as it bites a black figure, white triangles evoke the image of the Ku Klux Klan, surrounding a burning cross. A domed building flies the confederate flag above the American flags. Beneath the building water fountains are labeled Colored and White. The road to Selma, Alabama, slants across the quilt's middle, where a fallen figure lies bleeding, and on the left, a child waits with a book in hand outside of a school as a line of military men, symbolized by a strip of camouflage fabric, makes its presence known.

The Civil Rights Committee seeks to recognize a department and/or individual for relentless dedication to containing, and thereafter minimizing, the number and serious effect of hate crimes perpetrated in communities throughout the world, and to pay a special tribute to any law enforcement person and/or organization whose professionalism, effectiveness, and visibility against hate crimes create an international model. To ensure fair competition, there will be three categories of this award:
  • small departments: 1 to 49 sworn mid-size departments: 50 to 299 sworn large departments: 300 plus sworn
The review and evaluation process will be conducted by the members of the IACP Civil Rights Committee's Award Subcommittee. Each April, the sub-committee will review completed nomination forms that have been submitted on behalf of nominees by a law enforcement individual, department, organization, or community members. The subcommittee will select the top three nominees in each category before presenting the nomination package to the full committee at its mid-year meeting for discussion and final vote. Ireland ratified the International Covenant on Civil and Political Rights in 1989. Since the state's inception, its external political profile has been characterized by a rhetorical commitment to rights protection and an activist position on human rights concerns in its membership of international and regional human rights organizations. External rhetoric stood in marked contrast to internal constitutional arrangements, whose effect was to stymie the rights of minorities, rigidify a relationship between church and state and suppress due process rights under the cloak of a permanent emergency. O'Flaherty and Heffernan's book comes at a critical juncture, where it is possible to evaluate whether Ireland's ratification of the Covenant is merely a means of receiving easy accolades for an empty gesture, or the product of genuine self-analysis and internationalization.
The book offers a useful insight into the process whereby Ireland has moved towards integrating itself more centrally into the international human rights community. However, it lacks systematic treatment of the unique problems that have undermined rights protection in the Irish jurisdiction, with scant historical or political analysis within which to contextualize the state position. Chapter 1 engages in a succinct and informative introduction to the Covenant and its implementation mechanisms. Chapter 2 is central to the project of the book, outlining both the structure of legal protection for human rights in Ireland and the compatibility of the legal order with the rights enumerated in the Covenant.

Author Ellis Cose to Speak on "Civil Rights and Human Limits" at Stony Brook University
Stony Brook, N.Y., February 4, 2003 — International author, columnist and Newsweek contributing editor Ellis Cose will speak about civil rights at Stony Brook University on Wednesday, February 12, 2003, at 12:40 p.m. to 2 p.m. in the Student Activities Center, Ballroom B. The talk, titled "Civil Rights and Human Limits: Getting Beyond the Past," is the second in this year's President's Lecture Series Celebrating Diversity. Following the presentation from 2 to 3 p.m., Stony Brook’s Diversity Fellows will be available to facilitate further discussion of the issues raised by Mr. Cose.
Ellis Cose is the author of nine books, notable the best-selling The Rage of a Privileged Class (1994), a book-length essay on race in America that was described by the New York Times Book Review as a “disciplined, graceful exposition of a neglected aspect of the subject of race in America.” Color-Blind: Seeing Beyond Race in a Race-Obsessed World was a NYTBR choice for 1997.

International Litigation Lieff Cabraser has been at the forefront of recent litigation filed in both United States courts and abroad to remedy the abuses of civil and human rights or provide recovery for economic losses by persons worldwide. For several years, Lieff Cabraser has represented the estates of Holocaust victims , survivors and family members in cases against Swiss and other European banks, European insurance companies, and European industrial companies that used concentration camp inmates as slave laborers. As part of this effort, we served on the Plaintiffs' Executive Committee that prosecuted and settled the case against Swiss banks. We were also instrumental in prosecuting Holocaust-era cases against German private enterprise for using slave and forced labor, and against German (and other) banks and financial institutions for "aryanizing" the property of victims of Nazi persecution. Together, settlements in these cases have totaled over $6.3 billion.
