President George Bush is presiding over the most secretive administration in 'living memory', according to American civil rights groups and congressmen. Critics accuse him of orchestrating an unprecedented clampdown on freedom of information and the press. This has resulted in a dramatic increase in documents and proceedings being classified secret and an overall shutdown of the free flow of information over the government's political and legal conduct. They are also concerned over what they see as alarming restrictions on the Freedom of Information Act.

is a non-governmental, non-profit, voluntary organization engaged in the promotion of human rights and civil liberties under international law. Its mandate places a special emphasis on its work in connection with defending and promoting the human rights of vulnerable minority communities and persons placed on the margins of power in society: i.e., women, children, minority ethnic, racial, religious and linguistic groups, and gay, lesbian, bisexual, and trans-gendered and HIV-positive persons, inter alia. Int'l Civil Liberties In 1948, still shaken by the horror of the holocaust, the United Nations adopted the Universal Declaration of Human Rights, a document which by its own terms represents "a common standard of achievement for all peoples and all nations." Since then, the world community has adopted other human rights treaties, including the International Covenant on Civil and Political Rights (1966), the International Convention on the Elimination of All Forms of Racial Discrimination (1969), and the Convention on the Elimination of All Forms of Discrimination Against Women (1981). The ACLU supports the international struggle for human rights and works to ensure that the US government abides by the civil liberties principles embedded in the various conventions, covenants and declarations adopted by the international community. In November 2001 the ACLU took strong issue with the President’s Military Order which established military tribunals as the forum for the prosecution of accused terrorists implicated in the September 11 th attacks on the Pentagon and the World Trade Center. We argued that as a party to the International Covenant on Civil and Political Rights (ICCPR), the US was obligated to adhere to its terms, and that the military tribunals envisioned by the President, which included the presentation of secret evidence, would run afoul of Article 14 of the ICCPR which provides that, "everyone shall be entitled to a fair and public hearing by a competent, independent and impartial tribunal established by law." In a letter to the Secretary of Defense, the ACLU wrote, "Responding to terrorist attacks with transgressions of basic rights under international law could exacerbate the terrorism problem and invite retaliation. We can avoid these problems by honoring our democratic principles and international legal obligations".

The States Parties to the present Covenant, Considering that, in accordance with the principles proclaimed in the Charter of the United Nations, recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world, Recognizing that these rights derive from the inherent dignity of the human person, Recognizing that, in accordance with the Universal Declaration of Human Rights, the ideal of free human beings enjoying civil and political freedom and freedom from fear and want can only be achieved if conditions are created whereby everyone may enjoy his civil and political rights, as well as his economic, social and cultural rights, Considering the obligation of States under the Charter of the United Nations to promote universal respect for, and observance of, human rights and freedoms, Realizing that the individual, having duties to other individuals and to the community to which he belongs, is under a responsibility to strive for the promotion and observance of the rights recognized in the present Covenant, Agree upon the following articles:

    Hardback In stock Despite the impressive volume of literature on the civil rights movement and US race policies, the connection between American foreign policy during World War II and the postwar years and America’s race policy remains largely unexplored. Focusing on this gap, Professor Layton’s book shows that the revolutionary changes in world politics in the wake of WWII created new opportunities and pressure points for reforming US race policies. The Holocaust, the dismantling of colonial empires, the Cold War, and the establishment of the United Nations had a major impact in creating the Executive and Judicial branch of the Federal government shifts from a seventy year old hands-off policy to the advocacy of civil rights reform. This book further reveals how civil rights leaders utilized foreign policy issues and Cold War politics to press for domestic policy reforms in the United States.

Liberal International at its Executive Committee meeting in Gibraltar on 28 September 2002 adopted a resolution on Singapore in which it noted its concerns with respect to human rights, freedom of expression and democratic debate, and the recent trial of Dr Chee in Singapore. Liberal International is a political network of 90 liberal political parties throughout the world, some in government, some in opposition, some promoting liberal values in situations of authoritarianism. Among our political commitments we support the ratification and observance of international Human Rights standards and the establishment of independent Human Rights Commissions and Ombudsmen. Liberal International has brought to the attention of its member parties the situation in Singapore as described in the recent (2002) reports of Amnesty International and the State Department of the United States Government, and in its petition LI calls upon the Singapore Government to take action to remedy the points raised in these two reports.     BOSTON - Secretary of Public Safety James P. Jajuga announced today that Undersecretary of Public Safety Rafael P. Hernandez has been named to Civil Rights Committee of the International Chiefs of Police Association (IACP).
    Undersecretary Hernandez currently oversees the state's law enforcement agencies that are within the Executive Office of Public Safety such as the Massachusetts State Police and Criminal Justice Training Council. Mr. Hernandez is the former Chief of the Chelsea, MA police department. Undersecretary Hernandez said of the appointment, "As a former chief and now as Undersecretary of Public Safety, I understand how critically important the issue of civil rights is for the men and women of law enforcement and for the citizens we protect."
    The IACP Civil Rights Committee is the policy making arm of the IACP on civil rights issues for police departments throughout the United States and other nations.
    Secretary Jajuga said he was very pleased to learn of the appointment, "I'm very happy for Undersecretary Hernandez, this is a very prominent civil rights post and I'm confident he will do an outstanding job."

    Adopted ant opened for signature, ratifcation and accession by General Assembly resolution 2200 A (XXI) of 16 December 1966 ENTRY INTO FORCE: 23 March 1976, in accordance with article 49 PREAMBLE The States Parties to the present Covenant, Considering that, in accordance with the principles proclaimed in the Charter of the United Nations, recognition of the inherent dignity and of the equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world, Recognizing that these rights derive from the inherent dignity of the human person, Recognizing that, in accordance with the Universal Declaration of Human Rights, the ideal of free human beings enjoying civil and political freedom and freedom from fear and want can only be achieved if conditions are created whereby everyone may enjoy his civil and political rights, as well as his economic, social and cultural rights, Considering the obligation of States under the Charter of the United Nations to promote universal respect for, and observance of, human rights and freedoms
