Pages created before May 2002 are still available as background information The Special Session was a landmark, the first such Session devoted exclusively to children and the first to include them as official delegates. It was convened to review progress since the World Summit for Children in 1990 and re-energize global commitment to children's rights. About 70 Heads of State and/or Government, prime ministers or their deputies, together with many high-ranking government delegations came to New York to take part in the Session. Four governments had youth representatives address the General Assembly on behalf of their respective countries (the Netherlands, Norway, Sweden and Togo).

A background note on human rights in general Kofi Annan , Secretary-General of the United Nations Just over 50 years ago, with the crimes against humanity and human rights atrocities of the second world war still fresh in their minds, members of the international community came together on 10 December 1948 to adopt a body of principles and standards of behaviour for all people, called the Universal Declaration of Human Rights. The Declaration sets forth the human rights and fundamental freedoms of all men and women in all nations, everywhere in the world. It states that the rights to liberty, equality and dignity are the birthright of every person and that the rights to life, liberty and security of person are essential to the enjoyment of all other rights. Among the civil and political rights recognized by the Declaration are the right to freedom from slavery, from torture, from arbitrary arrest and from interference with family; the right to recognition before the law; the right to a fair trial; the right to marry and have a family; and the right to freedom of thought and peaceful assembly. The economic, social and cultural rights the Declaration recognized include the right to work and the right to equal pay for equal work, the right to education, the right to a standard of living adequate for health and well-being, the right to rest and leisure and the right to participate in the cultural life of communities.

Latest update: December 2001 Introduction The European Union respects and promotes the universal principles as laid down in the Universal Declaration on Human Rights and its complementary International Covenant on Civil and Political Rights and International Covenant on Economic, Social and Cultural Rights . The Union’s activities are also based on the main international and regional instruments for the protection of human rights, including the European Convention on Human Rights . These instruments enshrine common values regarding fundamental freedoms and democratic principles, which are universal, indivisible and interdependent. Respect for these values is a condition for efficient development in any society. Other important sources with regard to defining the priorities of the EU are the declaration and the programme of action of the World Conference on Human Rights (Vienna, 1993), the declarations of the International Conference on Population and Development (Cairo, 1994), of the World Summit for Social Development (Copenhagen, 1995) and of the Fourth World Conference on Women (Beijing 1995).

Program
The program encompasses courses that are offered by various humanities departments within the Graduate School of Arts and Sciences, as well as those that are offered by several of Columbia University's professional schools, including Law, Journalism, Business, Social Work, Public Health, Teachers College, and the School of International and Public Affairs. The program concludes with a substantial paper that brings synthesized perspectives from two (or more) disciplines to bear on a limited topic within the student's area of concentration.
Since relatively few courses meet during evening hours, it would be difficult to complete this program taking evening courses alone.
Requirements
All students in the program should consult the program director regularly. The requirements here are special to the program and should be considered in conjunction with the general requirements for the Liberal Studies M.A. degree. Thirty points of courses dealing with human rights are required. No transfer credit will be given for courses taken outside Columbia. Courses should be distributed in accordance with the following specific requirements:
  • 12 points in general human rights courses including:
    • 1 course on Human Rights and International Organizations (for example IA U6142 or

British and Foreign Civil Rights Organisations Oppose Encryption Paper
9 April 1997 A critical civil-liberties issue is brewing, both in the U.K. and internationally. This issue will affect the freedom of speech, the privacy, and the commercial interests of ever-greater numbers of people as the 21st century approaches. The issue is cryptography. Why should cryptography interest all citizens? Because increasingly, our communications and commerce will take place over electronic networks that make them open to snooping and corruption by malicious parties. Cryptography is the mathematical science for improving the privacy, authenticity, and integrity of communications, independent of the communications medium or the distance the message travels. Cryptography on digital networks is becoming an important part of the commercial and political scene. Many predict that we will make purchases and update our bank accounts over digital lines; that cellular phones will grow in popularity; and that electronic mail will form a larger and larger portion of business and personal exchanges. The threats of having our money stolen, of being impersonated, and of having our secrets revealed to our enemies loom large. Unfortunately, many governments are afraid of privacy. They are trying to put limits on cryptography so that they can secretly intercept and read any communications they desire.

New cartoon hopes to catalyze activism on the right to health
To raise awareness of health as a human right among the general public, the World Health Organization (WHO) is today launching, "The Right to Health" a colourful, interactive cartoon booklet. It is essential that people ― especially poor, vulnerable and marginalized population groups ― become aware of their right to the highest attainable standard of health. They should also be aware that their government has certain obligations and should be accountable. Awareness is the first step in mobilizing action in favour of being able to claim this right. "Awareness of human rights means that the disadvantaged can mobilize and empower themselves. The language of rights makes people conscious of the possibility of change," said Helena Nygren-Krug, Health and Human Rights Advisor, WHO. The goal of the cartoon is to reach out to adolescents and children. It is just one of several tools WHO is using to raise awareness of the right to health amongst people, including health practitioners and government officials. In addition to various publications on health and human rights, WHO is developing health and human rights training both at its headquarters and regional offices.
