Author Ellis Cose to Speak on "Civil Rights and Human Limits" at Stony Brook University
Stony Brook, N.Y., February 4, 2003 — International author, columnist and Newsweek contributing editor Ellis Cose will speak about civil rights at Stony Brook University on Wednesday, February 12, 2003, at 12:40 p.m. to 2 p.m. in the Student Activities Center, Ballroom B. The talk, titled "Civil Rights and Human Limits: Getting Beyond the Past," is the second in this year's President's Lecture Series Celebrating Diversity. Following the presentation from 2 to 3 p.m., Stony Brook’s Diversity Fellows will be available to facilitate further discussion of the issues raised by Mr. Cose.
Ellis Cose is the author of nine books, notable the best-selling The Rage of a Privileged Class (1994), a book-length essay on race in America that was described by the New York Times Book Review as a “disciplined, graceful exposition of a neglected aspect of the subject of race in America.” Color-Blind: Seeing Beyond Race in a Race-Obsessed World was a NYTBR choice for 1997.

Shopping Cart Reviews Table of Contents In 1958, an African-American handyman named Jimmy Wilson was sentenced to die in Alabama for stealing two dollars. Shocking as this sentence was, it was overturned only after intense international attention and the interference of an embarrassed John Foster Dulles. Soon after the United States' segregated military defeated a racist regime in World War II, American racism was a major concern of U.S. allies, a chief Soviet propaganda theme, and an obstacle to American Cold War goals throughout Africa, Asia, and Latin America. Each lynching harmed foreign relations, and "the Negro problem" became a central issue in every administration from Truman to Johnson. In what may be the best analysis of how international relations affected any domestic issue, Mary Dudziak interprets postwar civil rights as a Cold War feature. She argues that the Cold War helped facilitate key social reforms, including desegregation. Civil rights activists gained tremendous advantage as the government sought to polish its international image. But improving the nation's reputation did not always require real change. This focus on image rather than substancecombined with constraints on McCarthy-era political activism and the triumph of law-and-order rhetoriclimited the nature and extent of progress.

Since the September 11th attacks on America, a lively debate has taken place about possible threats to human rights and civil liberties in the US as the country attempts to tighten homeland security. Those concerns were heightened last week as President George Bush signed into law the "USA PATRIOT Act," a sweeping anti-terrorism bill giving law enforcement agents broader surveillance power of suspected terrorists. Stephen Marks Harvard Public Health NOW about the aftermath of September 11: People have been confusing what would be termed conveniences with civil liberties and human rights, said Marks. Conveniences are among the perks that come with living in a free and open society, such as not carrying an ID. Civil liberties, or civil rights, are constitutional restraints on government, guaranteed by the US Constitution and protected by the courts. Human rights are related to, but different from, civil liberties, explained Marks. Human rights are international standards of treatment of individuals and groups defined principally in the International Bill of Human Rights, consisting of the Universal Declaration of Human Rights adopted in 1948 and two international covenants of 1966. Some of these rights can be legitimately restricted, he said. Take restrictions on freedom of movement and residence in response to an epidemic or on freedom of association to protect against groups that endanger national security. However, he added, these restrictions must be necessary in a democratic society, applied in a non-discriminatory way, be consistent with law, and be subject to review by the courts.

Pinochet Case: Supreme Court Ruling Should Not Exert Influence Upon Other Trials

The Second Chamber of the Chilean Supreme Court of Justice ruled on 1 July 2002 the partial and definitive dismissal of the case against Augusto Pinochet in the proceedings of the Caravan of Death. In a four-to-one vote the Supreme Court decision states that the mental problems of Augusto Pinochet make him mentally unfit to stand trial. The ruling establishes that he suffers from dementia and considers his condition as incurable.

Rights Under Israeli Occupation and the Palestinian Authority
Palestinians living in the territories occupied by Israel have lived under military occupation with severe restrictions on their access to jobs, land and public services. In addition they have been victims of human rights and humanitarian law violations. In July 1998 Israel presented its initial report to the United Nations Human Rights Committee, the U.N. body of independent experts responsible for monitoring implementation of the International Covenant on Civil and Political Rights (ICCPR) and its two Optional Protocols. It was the first time that Israel had reported on the full range of civil and political rights guaranteed under international law. In its "Concluding Observations" on Israel's report the Human Rights Committee acknowledged Israel's security concerns, but identified twenty-one areas of concern, in some cases recommending specific steps to end the violations. In particular the Committee expressed concern over Israeli interrogation practices, urging Israel to cease using methods of handcuffing in painful positions, hooding, violent shaking and sleep deprivation that are believed to be authorized in Israel's confidential Landau Commission interrogation guidelines; the use of administrative detention; the use of prolonged solitary confinement; discrimination against Palestinians living in the Occupied Territories, in particular in regard to planning and building permits and access to land and water; the Israeli security forces "use of firearms and rubber-coated metal bullets in dispersing demonstrations - resulting in many deaths, including of children; restrictions on Palestinians" freedom of movement, and on residency in East Jerusalem; and the practice of demolishing Arab homes as a means of punishment or because they were "illegally" constructed.

    INTRODUCTION For years, access to the nation’s air travel system for persons with disabilities was an area of substantial dissatisfaction, with both passengers and the airline industry recognizing the need for major improvement. In 1986 Congress passed the Air Carrier Access Act, requiring the Department of Transportation (DOT) to develop new regulations which ensure that persons with disabilities will be treated without discrimination in a way consistent with the safe carriage of all passengers. These regulations were published in March 1990. The DOT regulations, referred to here as the Air Carrier Access rules, represent a major stride forward in improving air travel for persons with disabilities. The rules clearly explain the responsibilities of the traveler, the carriers, the airport operators, and contractors, who collectively make up the system which moves over one million passengers per day. (These rules do not apply to foreign airlines.) The Air Carrier Access rules are designed to minimize the special problems that travelers with disabilities face as they negotiate their way through the nation’s complex air travel system from origin to destination.
