Title VII prohibits employment discrimination based on race, color, religion, sex and national origin. The Civil Rights Act of 1991 (Pub. L. 102-166) ( CRA ) amends several sections of Title VII. These amendments appear in boldface type. In addition, section 102 of the CRA (which is printed elsewhere in this publication) amends the Revised Statutes by adding a new section following section 1977 (42 U.S.C. 1981), to provide for the recovery of compensatory and punitive damages in cases of intentional violations of Title VII, the Americans with Disabilities Act of 1990, and section 501 of the Rehabilitation Act of 1973. Cross references to Title VII as enacted appear in italics following each section heading. Editor's notes also appear in italics. WORLDWIDE AIR TRANSPORT CONFERENCE The ICAO Council decided on 28 February 2001 to convene a fifth Air Transport Conference with the title Worldwide Air Transport Conference: Challenges and Opportunities of Liberalization (AT Conf/5) from Monday, 24 March to Saturday, 29 March 2003. ICAO 11TH AIR NAVIGATION CONFERENCE The ICAO Council decided on 7 June 2002 to convene the Eleventh Air Navigation Conference (ANConf/11) in Montreal, from Monday 22 September to Friday 3 October 2003. The Conference will address vital subjects in the fields of air traffic management, communication, navigation, surveillance, aeronautical electromagnetic spectrum, and other related operational issues.

civil rights: an overview
A civil right is an enforceable right or privilege, which if interfered with by another gives rise to an action for injury. Examples of civil rights are freedom of speech, press, assembly, the right to vote, freedom from involuntary servitude, and the right to equality in public places. Discrimination occurs when the civil rights of an individual are denied or interfered with because of their membership in a particular group or class. Statutes have been enacted to prevent discrimination based on a persons race, sex, religion, age, previous condition of servitude, physical limitation, national origin and in some instances sexual preference. The most important expansion of civil rights in the United States was the enactment of the Thirteenth and Fourteenth Amendments. The Thirteenth Amendment abolished slavery throughout the United States. See U.S. Const. amend. XIII. In response to the 13th Amendment, various states enacted "black codes" which were intended to limit the civil rights of the newly free slaves. In 1868 the 14th Amendment was passed to counter the "black codes" and ensure that no state "shall make or enforce any law which shall abridge the privileges or immunities of the citizens of the United States . . . [or] deprive any person of life, liberty, or property without due process of law, [or] deny to any person within its jurisdiction the equal protection of the laws."

    Amnesty International Campaigns Ratifications of International Treaties to Abolish the Death Penalty The community of nations has adopted four international treaties providing for the abolition of the death penalty. One is of worldwide scope; the other three are regional.
    Following are short descriptions of the four treaties and current lists of states parties and countries which have signed but not ratified the treaties. (States may become parties to international treaties either by acceding to them or by ratifying them. Signature indicates an intention to become a party at a later date through ratification. States are bound under international law to respect the provisions of treaties to which they are parties, and to do nothing to defeat the object and purpose of treaties which they have signed.)
    Second Optional Protocol to the International Covenant on Civil and Political Rights
    The Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty , adopted by the UN General Assembly in 1989, is of worldwide scope. It provides for the total abolition of the death penalty but allows states parties to retain the death penalty in time of war if they make a reservation to that effect at the time of ratifying or acceding to the Protocol. Any state which is a party to the International Covenant on Civil and Political Rights can become a party to the Protocol.

    - Signing of the Charter of the United Nations and Statute of the International Court of Justice, in San Francisco. 21 June 1946 - The Economic and Social Council (ECOSOC) establishes the Commission on Human Rights and the Commission on the Status of Women. 9 December 1948 - The General Assembly adopts the Convention on the Prevention and Punishment of the Crime of Genocide (entered into force 1951). 10 December 1948 - The General Assembly adopts the Universal Declaration of Human Rights. 12 August 1949 - The Diplomatic Conference for the Establishment of International Conventions for the Protection of Victims of War adopts four Geneva Conventions, relating to the Amelioration of the Condition of Wounded and Sick Members of Armed Forces in the Field and at Sea, the Treatment of Prisoners of War and the Protection of Civilians in Wartime (into force 1950). 20 December 1952 - The General Assembly adopts the Convention on the Political Rights of Women (into force 1954). 1 August 1956 - ECOSOC calls for periodic reports (every three years) on human rights and studies of specific rights or groups of rights. This resolution represents the first call for reports from Member States, and was a precursor to the reporting requirements contained in the many subsequent human rights covenants.
