WISE UP FACTS AND FIGURES What is Wise Up? In 2000, Indiana adopted new academic standards in English/Language Arts, Mathematics and Science for students in Kindergarten through grade 12. New Social Studies standards will follow in Fall 2001. These standards, rated by experts as among the most rigorous in the nation, describe what students should know and be able to do in each subject at each grade level. Meeting these standards will enable communities to build successful futures. Launched in April 1998 as a general initiative in Central Indiana, Wise Up has distributed millions of flyers, reached millions of Hoosiers via radio and television, and stimulated thousands of citizens across the state and region to take action in support of their children's academic achievement and the future of their communities. Wise Up is now available for interested Indiana communities to adopt and make their own as a core tool in building their local educational and economic futures. Why Wise Up?

Public Schools (K-12) Spending Watchdog Indiana Home Page Watchdog Lebanon Home Page LETTER E-MAILED TO THE EDITOR OF THE INDIANAPOLIS STAR ON MARCH 17, 2002: I received the following E-mail on March 15: "Is anyone mad enough to call someone now that our most precious commodity, the education of our children, is being threatened. We cannot afford to lose out on these children’s education, regardless of what it costs. It’s a sad world when children are used as pawns in politics." Informed Hoosiers can use all the facts about Indiana’s budget shortfall to let their elected representatives know that harmful K-12 public school cuts are unnecessary. All the budget shortfall facts are included in the November 15 O’Bannon-Kernan balanced budget plan and the House Bill 1004 versions passed by the Indiana House of Representatives on February 4, passed by the Indiana Senate on February 28, and proposed in the March 13 Conference Committee report. When the facts from these varied sources are organized together in a spreadsheet format, it is clear that teacher layoffs and other harmful public school cuts do not need to occur. First, consider the size of the budget shortfall this biennium. The largest estimated budget shortfall to date is $1.896 billion, broken down as follows: $1.280 billion revenue shortfall; $323 million for retroactive Medicaid payments to 18,000 claimants; $251 million for Medicaid spending in excess of what was appropriated; $42 million to comply with mandates in the federal Health Insurance Privacy and Portability Act.

ESL Certification in Indiana By Trish Morita-Mullaney, Lawrence Township Schools K-12 ESL Teacher's License Requirements Perhaps you are an ESL professional, anxious to become a part of a public school system and serve K-12 children who have ESL needs. Perhaps you have a Bachelors or Masters in TESOL or ESL experience from working overseas. If the answer to both of these statements is "yes" for you or a fellow ESL professional, this article will clarify what is required to earn the respected title of ESL teacher in a K-12 public school building. Presently, the only requirement expressed by Indiana State law is that a person wanting to serve ESL students in a K-12 public school setting must have a valid Indiana Teacher's license. This license may be in elementary or secondary education with areas of specialization. Even if those specialties are not related to the ESL field, it does qualify an individual to impart certified instruction to an ESL population. (515 IAC 1-1-20). The law states, "Persons are strongly encouraged to complete the (ESL) certification pattern. The word encouraged does not imply that you must meet these criteria.

State Projects Delaware Databases and information: http://www.lib.de.us/ The DelAWARE project includes an online subject guide to selected web resources, licensed, full-text magazines and newspapers, government information, and a directory linking web sites for all types of libraries. Florida: SUNLINK Project Database and information site: http://www.sunlink.ucf.edu/ SUNLINK is a union catalog for k-12 schools in Florida. The database is delivered free to schools on CD-ROM and is now on the web. Operating software for the CD, instruction manual and training are provided free of cost. The project began in 1984 with a legislative initiative to study the development of uniform library databases. The first funding was in 1988 at $300,000/per year. Funding increased to $1,000,000 in 1993. SUNLINK is an initiative of the Florida Department of Education, School Library Media Services Office. An advisory group, the SUNLINK Task Force, consists of district library media supervisors from state K-12 school districts. The project is administered by the SUNLINK Project Office in the College of Education at the University of Central Florida.

Open participation in the project to include K-12 schools starting in the Fall of 1999. Each member university will be allowed to partner with one or more K-12 school systems to offer connectivity through a regional switching center called a gigaPoP. To take advantage of the ultra high-speed access, participating K-12 schools must have at least category-5 cable with switched 100 megabit (MB) Ethernet connections inside their buildings and at least a 50 MB pipeline running into the school. Until now, I2 has been solely the province of the higher education community, though its high-speed access and applications eventually will be made available commercially.

Every Student A Citizen: Creating the Democratic Self
In response to the sense of national urgency around revitalizing the civic mission of our schools, the Education Commission of the States (ECS), through its service-learning project, the Compact for Learning and Citizenship (CLC), launched the Every Student A Citizen initiative. The initiative's goal is to engage all students in active citizenship and help education leaders meet schools academic and civic missions. To meet this goal and with funding from The Ford Foundation, CLC created the National Study Group on Citizenship in K-12 Schools, a 21-member group comprised of K-12 and university teachers and students as well as representatives from national education organizations. The National Study Group's report, Every Student A Citizen: Creating the Democratic Self, recommends steps that schools and districts, states and national organizations can take to improve civic participation through service-learning.
