National Service in Indiana
Getting things done in Indiana. More than people of all ages and backgrounds are helping to solve problems and strengthen communities through national service projects across Indiana. Serving through local nonprofits, schools, religious organizations and other groups, these citizens tutor and mentor children, coordinate after-school programs, build homes, organize neighborhood watch groups, clean parks, recruit volunteers, and accomplish other things to improve communities. This year, the Corporation for National and Community Service will provide more than to support Indiana communities through three national service initiatives: AmeriCorps:

"I have seen first hand how AmeriCorps members have provided a jolt of new energy to the civic sector. The leadership provided by full-time AmeriCorps members is a key addition for non-profit and faith-based organizations that are tackling the most difficult community and human problems."
Former Sen. Dan Coats (R-Ind.), president of Big Brothers Big Sisters of America
"AmeriCorps is a good program that benefits all who are involved...In South Bend alone there are several thousand persons a year who benefit from the work provided by AmeriCorps program workers...[AmeriCorps] provides young Americans with an opportunity to perform national service outside of the military, and rewards that service with the opportunity to go to college, which benefits the nation as much as it does the individual workers."
South Bend Tribune
"Thousands of young Hoosiers would not be preparing for post-secondary school if it were not for the hard-working AmeriCorps members all over the state. From the first contact with an eighth-grader to sign up for the 21st Century Scholars program up to and including the high school senior, the members are making substantial impact on families who perhaps never thought of sending kids to higher education. This year there are in excess of 55,000 Hoosier students signed up. Thank you AmeriCorps and State Commission."
Commissioner of Higher Education Stan Jones
"Our children are receiving the help necessary to keep them up with their classes. We look forward to a continuing and expanding the Foster Grandparent Program."

Along with Dr. Grizzard, we also met with Special Assistants Robert Brostrom and Alice O'Steen. The meeting went very well and we all walked out with a better understanding of each other's role in the disability community. Steve and I came away with a knowledge of ODEP's mission and goals and Dr. Grizzard accepted our invitation to present a keynote address at the WCD this year in September.
But enough about the meeting, this space is reserved for the WCD Foundation's Person of the Month, so let's continue with more about Dr. Grizzard. In his mid-20s, Dr. Grizzard started losing his vision and was declared legally blind by age 40. He has retinitis pigmentosa, a degenerative disorder of the retina. The Foundation Fighting Blindness estimates the disease affects about 100,000 people in the United States. But that did not stop Grizzard, 57, from earning a doctorate, working as a teacher and school administrator, heading a state agency, and now serving in the Bush administration.
Prior to joining the Department of Labor, Dr. Grizzard served for six years as Commissioner for the Virginia Department for the Blind and Vision Impaired. This state agency provides comprehensive services to Virginia's citizens who are blind, visually impaired and deaf/blind. In this post, Dr. Grizzard was responsible for administering the federal Randolph-Sheppard food service vending program and the state highway vending program, providing cooperative educational services to state public school divisions, administering programs for low vision services and for special services to senior citizens with visual impairments, and providing vocational rehabilitation services. He was also involved in the development, procurement and use of adaptive equipment, computer systems, and other technologies, as well as library and media services such as Braille materials, large print and talking books.

Overview
Indiana's telecommunications infrastructure plan focuses on providing information to citizens and incorporating public institutions into a statewide online access system. Indiana is considering outsourcing most state government data processing needs. The Information Utility Regulatory Commission (IURC) is currently holding hearings on local competition. Ameritech and the IURC have agreed that Ameritech will invest more than $130 million in infrastructure, pay for a major grant program for distance learning, and accept a moratorium on local measured service. The legislature has a unique program that provides members of the Indiana General Assembly with laptop computers and a wireless local area network to help cut the cost of operations and improve legislative and constituent services.
Legislation
1995 Ind. HB 1264 mandates distance learning where possible and allows the use of teleconferencing to establish quorums.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements, loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. We recommend visiting the sites for both your state of residence and for the states of the colleges to which you are applying. A B C D ...
