IU BUSINESS OUTLOOK AND PUBLIC POLICY PANEL TO TOUR MAJOR INDIANA CITIES IN NOVEMBER EDITORS: A schedule of the panel's appearances is attached below BLOOMINGTON, Ind. Indiana University's Business Outlook and Public Policy Forum will tour the state, beginning with a 7:30 a.m. presentation on Nov. 6 at the Columbia Club in Indianapolis. Ten cities are on the schedule for the panel, which forecasts economic conditions for the state and nation in the coming year. In a change from previous years, the IU experts will discuss economic development issues now affecting the state, in addition to presenting a forecast for 1998. The forum will feature faculty members from IU's schools of business, public and environmental affairs, and economics, along with public policy experts involved in state efforts to nurture and attract new businesses. "What we are doing is emphasizing the state of Indiana more than we have in the past, and looking at public policy issues that affect business," said Morton Marcus, director of the Indiana Business Research Center and a panelist at each presentation. "Although the economy is in good shape, we believe that economic development remains a priority and we want to focus attention on that. "This doesn't mean that we think the business cycle is dead, but at this time we do think there are economic development and public policy issues that need the attention of the business community."

Indiana Cities Failing to Properly Report Combined Sewer Overflows

Improving Kids’ Environment June 20, 2002 Copy in Word Since IDEM instituted revised reporting requirements on October 1, 2001, 28 of Indiana’s 105 communities with combined sewer systems have regularly failed to either: Submit a required monthly report on combined sewer overflows within the 10-day grace period; or Constructively respond to IDEM’s written request to fix errors in a report that was submitted. Brownfields Assessment Pilot Fact Sheet
Northwest Indiana Cities EPA's Brownfields Economic Redevelopment Initiative is designed to empower States, communities, and other stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield is a site, or portion thereof, that has actual or perceived contamination and an active potential for redevelopment or reuse. Between 1995 and 1996, EPA funded 76 National and Regional Brownfields Assessment Pilots, at up to $200,000 each, to support creative two-year explorations and demonstrations of brownfields solutions. EPA is funding more than 27 Pilots in 1997. The Pilots are intended to provide EPA, States, Tribes, municipalities, and communities with useful information and strategies as they continue to seek new methods to promote a unified approach to site assessment, environmental cleanup, and redevelopment.

A first-class city would have a population of 250,000 or more; a second-class city - 35,000 to 250,000; a third class city - less than 35,000. The City of Portage's population is currently 29,062 and therefore Portage is a "third-class" city. (Further discussion as to why population is important will be found under the section titled "Revenue".) The Indiana State Legislature has provided for the election of the following officials: mayor clerk-treasurer and members of the common counci l. City government consists of a separate executive (mayor) and legislative (council) branch. (These branches will be discussed under the section titled "Municipal Officials, Departments, Boards and Commissions".)

Hypothesis
  • If Brownfields redevelopment is initiated by broad-based community grassroots efforts the criteria that govern land use decisions in redevelopment will be those that promote health/safety/quality of life, stimulate economic growth, and provide jobs in that order. If a Brownfields pilot is initiated by broad-based community grassroots efforts that includes strong support from public officials, it is likely that Brownfields redevelopment will endure beyond the duration of the pilot grant. If Brownfields redevelopment is attempted within the context of a multi-city coalition, the experience will provide a credible base from which to develop a manual for Brownfields redevelopment for middle-sized, aging cities that will be useful in many areas across the country.

Alaska Village, Like Northwest Indiana Cities, Shows Signs of Sprawl Adrian Jones Published July 30, 2001, The Post-Tribune Three miniature golden onion domes crown the small green and white Russian Orthodox Church in Ninilchik, a town of 456 people on Alaska’s Kenai Peninsula. Settled by Russians in the early 1800s long before the czar sold Alaska, Ninilchik is a century older than Alaska’s largest city, Anchorage. Against a breathtaking backdrop of twin volcanoes and the Pacific Ocean, Ninilchik’s population subsisted by fishing, clamming, and hunting. Although Ninilchik is too small for most passers-by to bother stopping, tourists are welcome. Cars are not. Modest but stern “foot traffic only” signs ring the original village, which was designed on a walkable, human scale. A town whose post office is as big as a garden shed would hardly be expected to show signs of urban sprawl like the sprawl seen in Northwest Indiana. Much like some cities in Northwest Indiana, new development in Ninilchik is sprawling up and down the highway that runs near town. Away from the old village center along the Sterling Highway are buildings like the library, a gift store, a social club, and the little post office—all surrounded by large seas of gravel. (Little is paved in Alaska.) Meanwhile, the gift store in the old village center stands derelict.
