A COMMITMENT TO ILLINOIS EDUCATION Barry Sweeny, President of Best Practice Resources, has been an Illinois teacher and administrator for 22 years and then worked for 6 years at two Regional Offices of Education in Illinois. He has also been a part of the three year effort to establish mandated, state-funded induction for new teachers. He lives in Wheaton, Illinois and is very committed to making education in Illinois all it can be. WHY A WEB PAGE JUST FOR ILLINOIS EDUCATORS Barry has served on all three of the Illinois State Board of Education Teacher Induction Panels meeting in 1998, 1999, and 2000. These panels have researched quality new teacher induction and mentoring programs all over the world and have developed recommendations for the ISBE and Illinois General Assembly proposing mandated mentoring programs and mentoring for every initially certified teacher in Illinois. Barry was a co-author of each of these panels final reports. Barry's knowledge of these developments led him to create this section of the web site to help Illinois educators find out about these proposed changes and to locate the resources and assistance they need to address this emerging initiative. You do not want to begin learning how to deal with this challenge should it become the law. Proactive educators and schools should take full advantage now of these resources to improve the ways in which you address the needs of your beginning teachers and support their success.

National Design Competition

Chicago, Illinois A coalition of educational reform organizations came together with the Chicago Public Schools (CPS) to host a national design competition to build two new public schools in Chicago. Two pre K-8th grade schools were the subject of this competition. The goal of the Design Competition was to produce a high-quality design with innovative and architecturally-significant new buildings, while at the same time spotlighting the importance of good school design.
The schools were designed to serve an integrated population of students with and without disabilities. The schools were to be designed with universal design principles and solutions for creative ways of containing small schools within larger school buildings. The site for this new school was left over land, located on busy Elston Avenue adjacent to an industrial park, a large retail parking lot and near the old site of Riverview Park, a long gone amusement park on Chicago's North Side.
Our design focuses on creating an ecosystem for the children and the school's neighborhood. Our design places the individual "small schools" above a "main street" that houses all of the public functions. All three small elementary schools are located on the second floor, recreating the intimacy of "living above the store." Each small school has its own wing of the building and its own special entryway and ramp, extending up from the main street. The individual small schools are identical in footprint and core requirements, but each of the classrooms can be configured in many different ways.

Essential Principles of Public Education: Meeting on Virtual High Schools
Since the fall of 2000, the Center has been working on a project to outline the essential elements of public education. With many different means now available to deliver a public education, such as virtual schools, charter schools, and schools operated by for-profit entities, we believe it is time to clearly delineate the essential principles of public education. Educators, policymakers, and the public need to ensure that these elements are present whether a public education is being delivered via the Internet or within a charter school. In July 2001, we called together an informal advisory group to help us think through the project and develop a plan of action. Drawing on the discussion at the meeting, and working from a draft paper that was developed for the meeting, the Center issued a short publication in March 2002 outlining six essential principles of public education that should be considered before establishing any reform in public education.
