    human history is best understood and most fully lived as an inclusive conversation spanning time and space. As educated persons we are involved in a constant dialogue both with those who have preceded us in the human story, and those who are living it with us, across the entire range of human diversity and experience. We may best participate in this conversation if we have a broad store of declarative knowledge related to the persistent and significant issues of human activity and the human condition. Believing that diverse traditions and diverse voices and many disciplines have essential contributions to make to this process, the faculty embraces and seeks to promote, for its students and its own work, the importance of aspiring to a broad base of declarative knowledge. This breadth of knowledge is seen as fundamental to the development of the liberally-educated professional. Knowing how: (Procedural Knowledge)
    facts receive their meaning through context and through the exercise of our cognitive skills. The faculty believes that a second main role of general education is to help each student achieve the collection of skills - the cognitive toolkit - to understand, apply, interpret, and very importantly, to act in a complex and rapidly changing world. These skills range from ones ancient and deeply rooted in the human tradition (reading, writing, speaking, philosophic enquiry, critical thinking, and problem solving) to those inherent in emerging technologies (computing, electronic networking, and new forms of information literacy), and some that are ancient but acquire new salience in modern life, such as the ability to work cooperatively with others in an increasingly diverse and pluralistic society.

    Established in 1963, the Univeristy of Illinios Archives includes 16,722 cubic feet of office records, publications and personal papers from the University and the Urbana-Champaign campus. The Archives' files or record series are arranged according to office of origin, described in 12,181 pages of finding aids and subject-indexed in the PARADIGM on-line control system. The Archives is a unifying influence which recognizes and strengthens faculty and student ties to the university as a scholarly community. "People are growing more positive about standards, teachers are indicating more motivation to implement them," says Lizanne DeStefano, a professor of educational psychology at Illinois and co-principal investigator of the study. That’s "kind of remarkable," DeStefano said, because a history of come-and-go reforms has taught educators to treat new initiatives with skepticism, thinking "this too shall pass." The report, presented Sept. 18 to the Illinois State Board of Education, which funded the study, examined both the extent to which standards have been implemented and the resulting effects.

State learning standards are moving forward in Illinois schools, but very slowly, according to a recent University of Illinois report. One thing holding back implementation, ironically, is the test intended to measure how well the standards are being taught. "In the minds of teachers, principals and superintendents, the important thing is to score high on the test [the Illinois Standards Achievement Test], and they don't necessarily see the Illinois Learning Standards as a way to do that," said Lizanne DeStefano, a UI professor of educational psychology. DeStefano co-wrote the report, a second-year assessment in a four-year study of standards implementation, along with Nona Prestine, a professor of educational organization and leadership. The researchers found it common in schools that "people are skipping the standards step and they're just asking 'What do we need to do to get our kids to do better on the test?' " DeStefano said. "And the test score is what's driving it, instead of the underlying framework of standards."

    General Legislative Provisions
    This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state.
