Local option income tax for Illinois schools: A look at the numbers By DAVID R. OLSON
In the ongoing discussion of school finance reform, one idea that has received little serious attention in Illinois is a local income tax to replace all or part of the property tax to support schools. Illinois State Senator Harry (Babe) Woodyard's proposal to authorize local school districts in Illinois to levy an income tax garnered 18 votes in the State Senate in 1993 during the 88th General Assembly. The current 89th General Assembly has put off action on this and other school finance measures while it awaits a report from a panel headed by former University of Illinois President Stanley Ikenberry. The report is scheduled to be submitted in March.

School Construction Program
Fulfilling a commitment to public education, Governor George H. Ryan doubled the state's program to provide state assistance to helping local school districts provide modern classroom facilities for their students. Through his Illinois FIRST program, funding for the school construction grant program was boosted by $1.2 billion, including an additional $153 million in the fiscal year that began July 1,1999. "Illinois FIRST is an investment in the future of Illinois and in the future of our children," Ryan said. "With our school construction program, we are responding to local needs and local initiative."

Illinois Public Schools are Now on a Standards Based System: What Does that Mean, Exactly?
Posted May 24, 2002 The Illinois State Board of Education (ISBE) implemented the Illinois Learning Standards in 1998-99, joining 47 other states that have done so, or are in the process. These standards establish a framework of content-oriented skills and knowledge that all Illinois P-12 students should have. ILS cover seven general learning areas and are the initial component in the transition to a comprehensive standards-based learning system in Illinois. ILS implementation is tied to a massive restructuring and redevelopment of teacher-preparation assessment and accreditation programs in the state. While teaching the students is the core of standards-based education, ensuring that those doing the teaching are properly prepared to do so is a direct corollary. ILS at a Glance
