Illinois
Registration/Licensing/Accreditation: There is no general requirement in Illinois that non-public schools register with, be licensed by, or be accredited by the Illinois State Board of Education, although certain non-public school facilities need to be approved to serve public school special education students. However, non-public schools have the option of applying for registration and recognition on a voluntary basis. A school is registered when it has filed with the Board a "Nonpublic School Registration, Enrollment, and Staff Report" furnishing such evidence as required to assure compliance with federal and state laws regarding health examination and immunization, attendance, length of term, nondiscrimination, and applicable fire and health safety requirements. Minimum requirements for the recognition of nonpublic schools cover the organization, administration, instructional programs, instructional programs, extra-classroom activities, pupil services, school facilities, and personnel. Policy and Guidelines for Registration and Recognition of Nonpublic Elementary and Secondary Schools , March 1984.

Illinois Update
Legislation on Charter Schools has been introduced by Lee Daniels (R-Elmhurst). Governor Jim Edgar, in his "State of the State Address" in January, praised Charter Schools as an innovation in education for Illinois that he would propose. Patrick O'Malley (R-Palos Park) has sponsored the Governor's Charter School legislation. The legislation is now pending in the Illinois General Assembly. Mayor Richard Daley of Chicago has made Charter Schools one of his goals for 1994. The Illinois State Board of Education is discussing "Principles for Evaluation of Legislative Proposals on Charter Schools." Seven principles intended to be safeguards in governing the formation of Charter Schools are under discussion. However, no agreement on the support of Charter Schools or the principles has been made at this time. The Illinois PTA convention recently adopted the "Illinois PTA position on Charter Schools."

Accountability: Private Business and Vocational Schools The following is the Statement of Purpose from the Illinois Compiled Statutes 105 ILCS 425 for the Private Business and Vocational Schools Act, amended July 24, 1998: s 1.2. It is the purpose of this Act to provide for the protection, education and welfare of the citizens of the State of Illinois; to provide for the education, protection and welfare of the students of its private business and vocational schools; and to facilitate and promote quality education and responsible, ethical business practices in each of the private business and vocational schools enrolling students in this State.
The Certificate of Approval must be displayed in a prominent location at the school to serve as public notice that it meets the minimum requirements of the law and may operate in the State of Illinois. Schools must renew their approval status annually through an application process which verifies their continued compliance, success in delivering quality training programs and financial stability.

UIC Dancing Flames Take Third At Nationals Competition to be aired on ESPN 2 on March 22. Jan. 22, 2001 Orlando, Fla. - The UIC Dancing Flames backed up their reputation as one of the nation's finest collegiate dance teams recently as they placed third overall on the Division I level at the 2001 College Cheerleading and Dance Team Championships, January 11-13, in Orlando, Fla. Sitting in eighth position after the opening round of the competition, the Flames, who placed sixth at the 2000 championships, rallied back in the final round held at Disney's Wide World of Sports as they put together a precise routine to leap frog five schools and bring home the third-place trophy to UIC. "This year was amazing," remarked head coach Donnette Kuba. "Everyone was so talented and dedicated, and our third place performance at nationals proved it. I couldn't have asked for a better squad of dancers to work with." UIC, which finished behind national champion Cal-State Fullerton and runner-up Oakland (Mich.), was one of 16 schools selected to compete in this prestigious event. Over 150 other cheerleading and dance teams submitted video-taped entries to earn entry into the championships.

Safe to Learn Chicago Program Development Project
Safe to Learn History In spring of 1999, the Illinois Legislature appropriated $13.9 million to the Illinois Violence Prevention Authority (IVPA) for the Safe to Learn Grant Program. The initiative was derived from a recommendation of the Advisory Group on School Safety and Firearms convened by Attorney General Jim Ryan in 1998. Illinois schools may apply for Safe to Learn grants under four categories of funding: Building security, violence prevention and intervention, crisis management, and teacher/staff training. To assist in program implementation, the IVPA has contracted with eight agencies located throughout Illinois to provide technical assistance and program development services to schools within their regions. The Chicago Department of Public Health serves as the regional program development site for Chicago, providing technical assistance to Chicago Public Schools (CPS) Safe to Learn funded elementary schools. Original Legislation AN ACT to establish the Illinois Century Network. Be it enacted by the People of the State of Illinois, represented in the General Assembly: Section 1 Short title. This Act may be cited as the Illinois Century Network Act. Section 5. Legislative findings and declarations. The General Assembly finds and declares:
  • That computing and communications technologies are essential for sustaining economic competitiveness and fostering the educational vitality of this State.
  • That there is an established need for a telecommunications infrastructure that will provide high-speed, reliable, and cost-effective digital connections throughout the State.
  • That a network is required that will deliver educational programs, advanced training, and access to the growing global wealth of information services to citizens in all parts of this State. Section 10. Illinois Century Network. Section 15. Management of the Illinois Century Network. Staffing and contractual services necessary to support the network's activities shall be provided by the Board of Higher Education, the Illinois Community College Board, the State Board of Education, and other agencies as necessary or warranted, using funds appropriated to these agencies for this purpose.

    up to seven members who are appointed by the Governor who: have experience and background in private K-12 education, private higher education or who are from other participant constituents that are not already represented;

    Who should attend this conference?
    The conference has been designed to meet the needs and interests of administrators, principals, technology coordinators, curriculum specialists, special education instructors, classroom teachers, media specialists business managers, school technical staff and support/clerical staff.
    Pre-conference Workshops
    These are all-day sessions offered on Tuesday, February 25th and Wednesday, February 26th (these include lunch). Pre-registration for Pre-conference Workshops is required.
    General Conference Breakout Sessions
    Breakout Sessions are 45-minute presentations offered during the General Conference dates of Thursday, February 27th and Friday, February 28th. Breakout Sessions will cover topics in the various conference strands. While you must register for the General Conference itself, individual Breakout Sessions do not require advanced selection. Approximately 130 sessions will be offered Thursday, and 110 sessions will be offered Friday. A listing of the general session schedule will be posted on this website after January 15.
    Keynote Addresses Keynote Addresses take place each morning during the General Conference dates of Thursday, February 27th and Friday, February 28th. Admittance to the keynote addresses is included in your General Conference registration.

    THE GRADUATE SCHOOL The Graduate School is the central agency for organizing and supervising all graduate programs of Southern Illinois University Edwardsville (SIUE), as well as for facilitating and administering the University's research activities. Through the preparation of students for knowledgeable and sensitive participation in modern life, as well as for many types of professional employment, and through the advancement of knowledge and understanding of the world resulting from a wide range of research activities, the Graduate School contributes to the common good. Located on a modern campus, the University is easily accessible from St.Louis, Missouri, and from rural and major urban areas of southwestern Illinois. Graduate degree programs are offered in 34 fields. Courses are offered evenings as well as days in order to accommodate those students who are actively engaged in the community as professional workers.
