All over the Chicago area and all over the state, parents are talking about very odd developments:
  • first graders not being taught the mechanics of reading, and being told to guess at words by their shapes
  • second graders asked what "color" math is
  • fourth graders who have never had any real substance in history or geography
  • fifth graders told to choose from an odd selection of "award-winning" books with depressing topics
  • a lone sixth grader reciting his report on Britain the only exposure his grade-school classmates will ever get to English history
  • seventh graders doing a unit on rainforests (for the third time)

Accountability: Private Business and Vocational Schools The following is the Statement of Purpose from the Illinois Compiled Statutes 105 ILCS 425 for the Private Business and Vocational Schools Act, amended July 24, 1998: s 1.2. It is the purpose of this Act to provide for the protection, education and welfare of the citizens of the State of Illinois; to provide for the education, protection and welfare of the students of its private business and vocational schools; and to facilitate and promote quality education and responsible, ethical business practices in each of the private business and vocational schools enrolling students in this State.
The Certificate of Approval must be displayed in a prominent location at the school to serve as public notice that it meets the minimum requirements of the law and may operate in the State of Illinois. Schools must renew their approval status annually through an application process which verifies their continued compliance, success in delivering quality training programs and financial stability.

Schools suffering from man-made or natural disasters, overcrowding due to population growth, or aging buildings are given highest priority. Eligible districts are not guaranteed funding and may reapply by July 1 st of each fiscal year if they have been denied funding. The School Construction Program only funds the construction of academic space, administrative and support areas, off-site improvements, and moveable equipment.

This survey identifies which schools best utilize the vast array of available networked technology based on 40 factors in four categories. The 2000 version offers rankings in two divisions: The Most Wired Universities and Research Schools and The Most Wired Colleges and Baccalaurete Schools. Rankings were based on the schools' responses to questions about access and infrastructure, administrative services, general resources and student support. The factors include such items as the percentage of campus computers that are newer than two years old, whether computers are required for incoming freshmen, percentage of classrooms wired for high-speed Internet access, and percentage of dorms on campus that have computer labs. The methodology of this survey is not known.

Office of the Illinois Attorney General Lisa Madigan Opening the Courtroom Doors to People with Disabilities Access to the legal system is a basic necessity in our society. In Illinois, there are 1.7 million people with disabilities requiring access to legal services. Those legal needs include assistance with buying a home, getting a divorce, drafting a will and planning for retirement. In addition to seeking legal representation, most people with disabilities want to participate in the legal system - as jurors, witnesses, litigants, attorneys and judges. In some cases, however, physical, attitudinal and informational barriers keep them from participating in the legal process. People with disabilities are entitled, as a matter of law, to fair and equal opportunities in all aspects of their daily lives. The Office of the Illinois Attorney General Lisa Madigan is providing this information to judges, attorneys, and court administrators in the state of Illinois. In addition, office training materials are available to educators at Illinois law schools so that future attorneys can be exposed to this important information. City-Wide School-Based Peer Jury Initiative
In 2001 a very important initiative was developed to develop peer juries in Chicago Public High Schools. The initiative is a collaboration between Alternatives, Inc. and Chicago Public Schools. Since 1996, Alternatives, Inc., a non-profit community agency, has coordinated the Senn High School Peer Jury, the first and only peer jury in Chicago Public Schools. Chicago Public Schools and the Advisory Committee kicked off a four-stage process (orientation, training, implementation, and evaluation) to establish peer juries in schools across the city. On November 1st and 2nd, 23 schools participated in an orientation based on the AlternativesÂ’ school-based peer jury model. The teams attending the orientation consisted of youth, parents, teachers, school administrators, and community organizations. Presenters and discussion leaders included both teens and adults. The orientation explored the values of balanced and restorative justice, explained how those values related to the peer jury process, and how peer juries can provide an alternative to suspension and expulsion. The teams also learned how to engage their colleagues and the community using the model presented by the Asset Based Community Development Institute at Northwestern University. June 6, 2000 LEININGER TO CHAIR EDUCATION FUNDING ADVISORY BOARD SPRINGFIELD - Governor George H. Ryan today named Former State School Superintendent Robert Leininger as chairman of the Educational Funding Advisory Board, a panel which must recommend legislative changes to Illinois' school aid formula. The Governor expanded the Education Funding Advisory Board, which was created by law in 1997, to include13 ex-officio members. The Board is required by law to recommend modifications to the general state aid formula to bring it up to date. The recommendation must be based on a methodology that incorporates per pupil spending at schools with high concentrations of children from poverty. The Governor is asking the 18-member advisory board to hold hearings throughout the state to receive input from educators, parents, local officials, business and the general public on school funding issues. While the ex-officio members will be equally involved in hearings, only the five statutorily mandated advisory board members have voting rights on the final report. "'This panel has an extremely difficult task to complete in a short amount of time on an extraordinarily very complex issue," Ryan said. "However, I'm confident the panels findings will provide invaluable benefit to Illinois educational system," he said.

The meeting was held among members of a crime task force that included Ryan, candidate for state representative Tom Berns, Champaign County State's Attorney John Piland, Champaign County Sheriff David Madigan and Urbana Chief of Police Eddie Adair.
Ryan spoke of the increase in the use of ecstasy, GHB, a date rape drug, and hydrous ammonia, which is being stolen from farms for use in methamphetamine labs throughout Illinois.
