    Budget Crisis Spurs Innovation, Reform

March 28 - The state budget crisis, for all its pain, could have a silver lining. Lawmakers are being forced to look anew at ways to squeeze more out of less by streamlining management and technology systems and even changing their healthcare and tax systems. States could emerge from the crisis leaner, stronger and better able to deliver the services taxpayers demand. By Jason White, Staff Writer, Stateline.org

    Education Feels States’ Financial Squeeze

March 26 - Education consistently ranks as a top priority for American voters, but that hasn’t spared it from the chopping block as state lawmakers struggle to balance their budgets. At least 20 states have targeted this crown jewel of public services, a sure sign of just how bad the states’ fiscal crunch has become.

Collaborative Activity: Promising State Efforts in the NCREL Region
    Illinois
State legislation passed recently within the seven-state region served by the North Central Regional Educational Laboratory has been accompanied by numerous state-level task forces and study groups addressing school-college collaboration. These groups often represent a cross-section of education constituencies e.g., students, teachers and faculty, principals and deans of colleges, parents and community leaders, school and institutional board members, and state education and higher education leaders. The results have been collaborative policies and reports outlining "action agendas" for education improvement. Encouraging efforts are underway. A joint task force of the Illinois State Board of Education (ISBE) and the Board of Higher Education is examining methods for incorporating or substituting new assessment techniques into the college admissions process. This task force will explore solutions to two central challenges: (1) how to ensure that the methods used to assess student achievement are valid, reliable, and comparable (e.g., colleges and universities must be able to compare one student's performance on an assessment dimension with the performances of students from the same school and from different schools); and (2) how to ensure that the transmission of the assessment results and their evaluation are practical within existing resources.
