DEFINITION:
  • A community foundation is a public charity (as opposed to a private foundation) and as such is afforded favorable tax treatment by the Internal Revenue Service. A community foundation is composed of many individual funds, each with its own legal description, which are tracked separately for administrative and grantmaking purposes, but are pooled for more efficient and cost effective management of the assets. There are over 550 community foundations throughout the United States and in a number of foreign countries.
HISTORY:
  • The Idaho Community Foundation (ICF) was established in 1988 with assistance from The Whittenberger Foundation of Caldwell and the Council on Foundations to provide a larger pool of philanthropic capital to fund worthwhile philanthropic projects in Idaho.
    John Fery of Boise chaired the Steering Committee which established the Foundation and became the new organization’s first chairman. He was succeeded as chairman by Park Price III of Pocatello in 1997, who in turn was succeeded by Roger Martell of Boise in 2000.
    U.S. Bank donated office space to the Foundation for the first 11 years of its existence until the Foundation moved into a new home of its own in January of 2000 – a historic house at 210 West State Street in Boise.

These state agencies can help you determine if a pesticide is registered for use in your state, tell you about the specific rules and regulations governing pesticide use in your state, advise if your state requires notification or postings prior to pesticide applications, register a complaint concerning a pesticide misapplication, and also give you information about how to become a certified pesticide applicator. Tribal Pesticide Programs
EPA works cooperatively with tribal governments to enforce FIFRA, as it does with states and territories. EPA provides funding to tribes to assist in the devlelopment and implementation of pesticide programs under tribal law. EPA's Office of Pesticide Programs coordinates federal efforts related to tribes and pesticides with the Office of Enforcement and Compliance Assurance, General Council, other EPA offices, EPA regions and other federal agencies.

The regional groupings presented here and their definitions are from standard language used by libraries and reflect the groupings used in the classification system for maps. The visual grouping of regions into five maps assists users in comparing and contrasting the contents of each region. Before leaving to teach English in the Czech Republic, my friend Alex would stop in from time to time to visit. He always seemed to catch me while I was staring out the window (usually at a gorgeous red maple tree), pondering the best path for the IOHC to follow. His initial remark, without fail, was "I'm glad to see my tax dollars are hard at work."
Well, this version of the IOHC report answers not only my friend (who will receive this newsletter via airmail) but also our newsletter's readership by detailing the travels of the IOHC's oral historian from September 20 to October 28 of this year.
When the IOHC was founded in 1978, one of its goals was, as noted in the Idaho Oral History Guide (Boise: Idaho State Historical Society, 1979, ix), "to conduct workshops and seminars in different areas of Idaho." The Guide also claimed that oral history can bring "Idaho's three regions closer together" (Guide, ix.). So, I now provide an overview of this long, strange trip, perhaps with less aplomb than the famous Beat writer, Jack Kerouac, but with a conviction to detail the IOHC?s attempt to follow these initial directives.

September 20 to 23
September 25 to 28 , Southeast Idaho: Merle Wells, Idaho State Historian Emeritus, wore many historical hats during his time at the ISHS, including Historian, State Historical Preservation Officer, Archivist, and Director. Today, Historical Society staff people often work multiple jobs during their tenure. During these four days, I shed my oral historian title and became an archival assistant. I accompanied Rod House as we drove a 24-foot Ryder van to the county courthouses in Jerome, Oneida, Madison, Jefferson, Bonneville, Bingham, and Bannock counties (for a grand total of 784 miles) to pick up county records for the archives. I returned with more new friends (including county clerks, two prisoners at the Oneida County Courthouse who helped us load records, and one district judge), tons of county records (including a great collection from Oneida County), and a wicked cold, because dusty old records apparently do not mix well with my immune system.

WELCOME TO THE IDAHO DEPARTMENT OF COMMERCE
Established by Idaho Code 67-4701, the Idaho Department of Commerce has the power and duty to further the welfare and prosperity of its citizens and develop, promote and advertise the state's resources, products and travel opportunities. Two private-sector advisory boards, the Economic Advisory Council (EAC) and the Idaho Travel Council (ITC), provide guidance and oversight for department programs. The Idaho Travel Council advises the department on matters related to the travel and convention industry and oversees the ITC grant program. Idaho Travel Council representatives are private sector business people appointed by the governor to represent the state's seven travel regions, with an eighth member serving "at-large."

DEPARTMENT OVERVIEW
The department fulfills its mission and duties through five divisions and a special Science and Technology Committee. Communities throughout Idaho take an active role in defining and securing their own economic futures. Working partnerships with a wide variety of groups and individuals (the Idaho legislature, government at all levels, other states, businesses, and local communities) play a vital role in helping the department carry out its mission. The University of Idaho (UI) in collaboration with the Tropical Agricultural Research and Higher Education Center (CATIE) in Costa Rica has established an interdisciplinary, multi-institution graduate research and education program in conservation biology and sustainability of agricultural and forest systems funded by the National Science Foundation Integrative Graduate Education and Research Traineeship (IGERT) program. This effort recognizes the urgent need for better disciplinary integration to achieve biodiversity conservation and sustainable production in anthropogenically fragmented landscapes. Doctoral students will work in interdisciplinary teams conducting studies in distinct geographic regions in Northern Idaho and Costa Rica . They will conduct research in four major research areas:
  • Conservation Biology and Ecological Genetics Agricultural and Forest Ecology, and Agroforestry
