WI Alaska: Alaska Cooperative Extension is working with the Agricultural Community in Alaska conducting the Annual Agricultural Symposium and annual Potato and Vegetable Growers conferences. The Regional Service Office of the Risk Management Agency in Spokane, WA and Washington State University will be providing introductory sessions on risk management at these conferences. In Alaska, natural resource based activities including fishing, timber harvest and aquaculture are important and reindeer management is the largest animal production system. These latter groups will be targeted for risk management education with district staff involved to ensure that individual operators are better versed on the topic. California: A series of conferences and seminars on financial, risk and labor management are being held throughout the coming months. Seminar sessions will cover markets, production and finance, labor supply and management, environmental regulations and water issues, and family finance and estate planning. Panelists are being used to provide interactions with attendees.

FINANCIAL MANAGEMENT: C+
Idaho takes care of its day-to-day financial affairs reasonably well. It has kept a good balance between revenues and expenditures, has been responsible in its use of tobacco money and has fully funded pensions. It presents its financial information in a way that taxpayers can readily understand. But the state is deficient when it comes to anticipating the future. Its rainy day fund is too small at 2.2 percent of general fund revenues; the governor wanted to hoist it to 5 percent last year, as other states have been doing in flush times, but the legislature refused.
CAPITAL MANAGEMENT: B-
The biggest strength here is in a solid effort by both agencies and the state to track capital projects. As a result, most efforts come in on schedule and on budget.
HUMAN RESOURCES: B
A new emphasis has also been placed on recruitment. Written tests have been cut back, and managers are allowed to hire on the spot for hard-to-fill positions. The state has made strides in reforming its performance-appraisal system, with software that helps supervisors and employees focus on ongoing communications rather than once-a-year ratings.

PURPOSE: To establish the scope and nature of the University's risk management and loss control programs and to establish a risk management committee to provide guidance to those programs I. Introduction Boise State University is committed to the protection of its personnel, facilities, information and financial resources. This policy outlines the University's general approach to risk management while more specific responsibilities and programs related to occupational safety, environmental protection, data management and insurance are identified in other University policies. The risk management and loss control programs of the University are provided for the benefit of employees, students, visitors, taxpayers and the environment and respond to State of Idaho Executive Order No. 99-06 : Comprehensive Safety and Loss Control Policy. II. Responsibilities
  • A. Managers and supervisors have primary responsibility for the identification and analysis of potential risks to people, facilities and information management systems within their administrative units. They shall assign a high priority to reduction of risk in the development of plans, operations and budgets. They shall also ensure compliance with safety and loss control laws and programs to the extent enabled by their authority and resources.
