Biography

William Almon Wheeler, (1819-1887), American legislator and businessman and VICE PRESIDENT OF THE UNITED STATES . Wheeler was born in Malone, N.Y., on June 30, 1819. He attended the University of Vermont and was admitted to the bar in 1845. In the earlier part of his career he served as U.S. district attorney for Franklin county (1846-1849), WHIG member of the New York Assembly (1850-1851), REPUBLICAN state senator and president pro tem of the SENATE (1858-1859), and member of the U.S. HOUSE OF REPRESENTATIVES (1861-1863). During part of this time he was associated with a bank in Malone and was president of the New York Northern Railroad. He presided over the New York constitutional convention of 1867-1868 and served again in CONGRESS for four consecutive terms (1869-1877), during which he built a reputation of scrupulous integrity. (Having opposed the "salary grab" act of 1873, he used the excess salary granted him to purchase government bonds, which he then had canceled.) He was the author of the Wheeler Compromise of 1874, which resolved a disputed ELECTION in Louisiana to the satisfaction of all parties. He was vice president in 1877-1881, having been elected in 1876 as running mate of the Republican nominee, Rutherford B.

Rutherford Birchard Hayes
Served 1877-1881 Rutherford Birchard Hayes was born October 4, 1822, in Delaware, Ohio. Hayes married Lucy Webb December 30, 1852, and together, they had eight children. Hayes was a congressman and Governor of Ohio before becoming a "dark horse" Republican candidate for President in 1876. Running against Democrat Samuel J. Tilden, Hayes lost the popular vote but won the Presidency by one vote in the Electoral College, the closest Presidential election in history except in 1824, when John Quincy Adams received fewer electoral votes than his opponent but was elected in the House of Representatives, and in 2000, when George W. Bush narrowly won over over Albert Gore. Some people accused Hayes of "stealing" the election, but he turned out to be so honest and hardworking that both his own party and the Democrats respected him. His Vice President was William A. Wheeler. The period between the end of the Civil War in 1865 and 1877, when Hayes took office, was known as the Reconstruction Era. Northern troops stationed in the former Confederate states kept a close eye on the South as it rebuilt. There were many hard feelings, and Hayes promised to remove the last of the Union troops, which he did shortly after he become President. Hayes was the first President to visit the West Coast, taking the train all the way across the country. He was also the first President to have a telephone in the White House. While Hayes was President, Thomas Edison invented the electric light bulb and the phonograph.

Manuscript Division. The Papers of Montgomery C. Meigs. The diary of President Garfield is a medium-sized bound volume with covers of marbled red and blue paper and red leather corners and spine. A green label on the diary cover reads "Daily Journal for 1877." A U.S. representative from Ohio at this time, Garfield is more fulsome in his description of President Hayes's inauguration than he was for President Grant's second inauguration. He relates: Attended the Senate and the Vice President was sworn in. Hence went to the East Portico and witnessed the Inauguration of Hayes. The President spoke clearly and forcibly, the Chief Justice administered the oath opening a new bible which Hayes kissed somewhere in the first eleven verses of the 118th psalm. Drove back with the Presidential party to the White House where a lunch had been prepared by Mrs. Grant. After the luncheon at the White House prepared by Mrs. Grant for the newly inaugurated President Hayes, General and Mrs. Grant left the White House in their carriage and the White House staff and President and Mrs. Hayes bade them farewell, prompting this comment from Mr. Garfield: "No American has carried greater fame out of the White House than this silent man who leaves it today."

The outcome of the election of 1876 was not known until the week before the inauguration itself. Democrat Samuel Tilden had won the greater number of popular votes and lacked only one electoral vote to claim a majority in the electoral college. Twenty disputed electoral votes, however, kept hopes alive for Republican Governor Hayes of Ohio. A fifteen-member Electoral Commission was appointed by the Congress to deliberate the outcome of the election. By a majority vote of 8 to 7 the Commission gave all of the disputed votes to the Republican candidate, and Mr. Hayes was elected President on March 2. Since March 4 was a Sunday, he took the oath of office in the Red Room at the White House on March 3, and again on Monday on the East Portico of the Capitol. Chief Justice Morrison Waite administered both oaths. Fellow-Citizens: We have assembled to repeat the public ceremonial, begun by Washington, observed by all my predecessors, and now a time-honored custom, which marks the commencement of a new term of the Presidential office. Called to the duties of this great trust, I proceed, in compliance with usage, to announce some of the leading principles, on the subjects that now chiefly engage the public attention, by which it is my desire to be guided in the discharge of those duties. MONDAY, MARCH 5, 1877 Fellow-Citizens: We have assembled to repeat the public ceremonial, begun by Washington, observed by all my predecessors, and now a time- honored custom, which marks the commencement of a new term of the Presidential office. Called to the duties of this great trust, I proceed, in compliance with usage, to announce some of the leading principles, on the subjects that now chiefly engage the public attention, by which it is my desire to be guided in the discharge of those duties. I shall not undertake to lay down irrevocably principles or measures of administration, but rather to speak of the motives which should animate us, and to suggest certain important ends to be attained in accordance with our institutions and essential to the welfare of our country. At the outset of the discussions which preceded the recent Presidential election it seemed to me fitting that I should fully make known my sentiments in regard to several of the important questions which then appeared to demand the consideration of the country. Following the example, and in part adopting the language, of one of my predecessors, I wish now, when every motive for misrepresentation has passed away, to repeat what was said before the election, trusting that my countrymen will candidly weigh and understand it, and that they will feel assured that the sentiments declared in accepting the nomination for the Presidency will be the standard of my conduct in the path before me, charged, as I now am, with the grave and difficult task of carrying them out in the practical administration of the Government so far as depends, under the
