Rutherford B. Hayes Beneficiary of the most fiercely disputed election in American history, Rutherford B. Hayes brought to the Executive Mansion dignity, honesty, and moderate reform. To the delight of the Woman's Christian Temperance Union, Lucy Webb Hayes carried out her husband's orders to banish wines and liquors from the White House. Born in Ohio in 1822, Hayes was educated at Kenyon College and Harvard Law School. After five years of law practice in Lower Sandusky, he moved to Cincinnati, where he flourished as a young Whig lawyer.

He fought in the Civil War, was wounded in action, and rose to the rank of brevet major general. While he was still in the Army, Cincinnati Republicans ran him for the House of Representatives. He accepted the nomination, but would not campaign, explaining, "an officer fit for duty who at this crisis would abandon his post to electioneer... ought to be scalped." Elected by a heavy majority, Hayes entered Congress in December 1865, troubled by the "Rebel influences ... ruling the White House." Between 1867 and 1876 he served three terms as Governor of Ohio.

On October 4, 1822, Rutherford Birchard Hayes was born in Delaware, Ohio. A Harvard Law School graduate, Hayes entered politics after a successful law career in Cincinnati and military service in the Civil War. He served as a Republican representative in Congress from 1865 to 1867 and was later elected governor of Ohio. Rutherford B. Hayes became the 19th U.S. president in 1877 after a bitterly-contested election against Democrat Samuel J. Tilden of New York. Tilden won the popular vote, but disputed electoral ballots from four states prompted Congress to create a special electoral commission to decide the election's result. The fifteen-man commission of congressmen and Supreme Court justices, eight of whom were Republicans, voted along party lines deciding the election in Hayes's favor. The electoral dispute has come to be known as the Tilden-Hayes Affair. Because of the tension surrounding this partisan decision, Hayes secretly took the oath of office in the White House Red Room . He was the first president to be sworn in at the residence.

Hayes went to private schools and received some of his education at home. He went to Kenyon College and Harvard Law School. When he started his practice in Cincinnati, Ohio, he had very few clients. To save money, he slept in his office. His Presidency: Hayes upheld his party's promises which resulted in the South becoming self-governing again. He attempted civil service reform based on merit rather than the spoils system which awarded political positions to party members whether or not they were qualified. He was strongly opposed, but his efforts laid the ground for future reform.

WE have assembled to repeat the public ceremonial, begun by Washington, observed by all my predecessors, and now a time-honored custom, which marks the commencement of a new term of the Presidential office. Called to the duties of this great trust, I proceed, in compliance with usage, to announce some of the leading principles, on the subjects that now chiefly engage the public attention, by which it is my desire to be guided in the discharge of those duties. I shall not undertake to lay down irrevocably principles or measures of administration, but rather to speak of the motives which should animate us, and to suggest certain important ends to be attained in accordance with our institutions and essential to the welfare of our country.
At the outset of the discussions which preceded the recent Presidential election it seemed to me fitting that I should fully make known my sentiments in regard to several of the important questions which then appeared to demand the consideration of the country. Following the example, and in part adopting the language, of one of my predecessors, I wish now, when every motive for misrepresentation has passed away, to repeat what was said before the election, trusting that my countrymen will candidly weigh and understand it, and that they will feel assured that the sentiments declared in accepting the nomination for the Presidency will be the standard of my conduct in the path before me, charged, as I now am, with the grave and difficult task of carrying them out in the practical administration of the Government so far as depends, under the Constitution and laws on the Chief Executive of the nation.

Biography

Rutherford Birchard Hayes, (1822-1893), 19th PRESIDENT OF THE UNITED STATES . Unjustly, he is usually recalled only for the disputed ELECTION of 1876 and as the Republican President who terminated Reconstruction in the South. He did end the Radical, or "Black," Republican program of supporting with federal troops the so-called carpetbag state governments in the South. But Reconstruction was already on its way out. Hayes merits being remembered for much more. Historians generally have come to view Hayes as an above-average president, a high-principled "gentleman in politics," who elevated the prestige of the presidency despite an electoral victory over Samuel J. TILDEN that was subject to challenge. In addition to working to heal the nation's war wounds, he took the first effective steps toward a federal civil service system. He also pursued a sound monetary program and well-intentioned policies with respect to the newly freed blacks, American Indians, and other minorities. Family Background Hayes' mother, Sophia Birchard Hayes, of Dummerston, Vt., was a remarkably self-reliant and cheerful woman, despite many vicissitudes. His father, Rutherford Hayes, Jr., the attractive, virile son of a tavern keeper in Brattleboro, Vt., managed a store in Dummerston. In the hard times after the War of 1812, Hayes' father yielded to "western fever" and in 1817 took his wife, their son Lorenzo, an infant daughter, and his youngest brother-in-law, Sardis Birchard, to Ohio. At Delaware, Ohio, he labored hard as a farmer and a distiller of whiskey, and at first he prospered. Another girl, Fanny, was born there. Then came misfortuneeconomic depression, the death of his first daughter, and finally, his own death, 10 weeks before the future president was born on Oct. 4, 1822.
