The Many Faces of Alternative Certification
A rapidly expanding force has emerged in teacher education: the opportunity for school districts, universities, and other educational agencies to offer certification for teachers who complete an in-district teacher preparation program. This contrasts with the traditional approach of awarding teacher certification as part of an education baccalaureate program mainly accomplished through a college or university. It's not an easy alternative to complete, usually; it's not inexpensive, unless there are few other options; it's not common, yet; and it is already one of the most hotly debated issues since chalk first met blackboard. From 1983 to 1996, over 50,000 teachers received training and certification through Alternative Certification (AC) programs nationwide. This figure does not include thousands more who are now enrolled in newly emerging alternative programs. While the number of teachers certified through AC is a relatively small percentage of the total number of teachers certified, the trend is expected to accelerate. Driving this trend is a quest to enhance education through at least four important goals:

    You can be hired as a teacher in a Hawaii public school if
    you have a BA and/or teaching certificate from another state.
    There are special circumstances that allow for this but once
    hired you must be try for your Hawaii certification within
    four years. The Hawaii Teacher Standards Board requires candidates to
    meet entry-level requirements. They are: -Completing a State-approved teacher education program from
    an accredited institution.
    -Passing the PRAXIS tests at the State-validated levels and
    -Successfully completing a structured interview with an authorized professional staff interviewer. -After four semester of demonstrated competence under supervision, teachers are eligible for tenure if all employment conditions have been met. Sometimes a teacher is permitted to begin employment without fully meeting standards. In these cases, employment is temporary to a maximum of four years and these teachers do not have an opportunity to earn tenure.

The first in-service will be conducted during the September District Librarians' meetings followed by the formation of librarian/teacher collaboration teams by the November meeting. This meeting will allow the collaboration team to meet and share the topics selected for their standards-based curriculum unit. Aspects of their learning results portfolios will be presented during a session at the E-School Conference held in March. For the purposes of this course, a listserv will be established. The participants will post reports on their progress and reflections in their units on the listserv. Additionally, a chat line will be initiated to serve as an open forum discussion between participants and facilitator. Four self-reflection pieces and a library and/or classroom Standards Implementation Design (SID) will be due at specific intervals throughout the duration of the course. The final self-reflection and Learning Results Portfolios will be due in March.

    Introduction
    While the intent is in good faith, no one is really sure what the congressionally mandated data will mean in the end due to the breadth of field practice across the 50 states, the District of Columbia, Puerto Rico, and the Pacific Islands. What the law accomplishes is to set a tone for what is expected in teacher certification over the next several years. Quality counts, teacher test scores, and other indicators will be considered. This paper is being written primarily to help provide a wider lens through which one might view the significant teacher-shortage dilemmas that affect schools and communities in the Pacific. We have divided this paper into three sections. Part I provides a perspective of the challenges facing teacher education, recruitment, and quality in the United States. Part II focuses on issues of certification and licensure, with a specific look at the alternative and emergency certification issues across the nation. Finally, Part III will provide discussion based on our findings, with recommendations and considerations with respect to the conditions and critical teacher-quality issues of the Pacific Island entities. Part I: A Critical Perspective The Pacific Island schools and school systems to which this study will be relevant differ greatly in population, culture, economy, and resources from the communities and schools on the mainland United States. However, the effect of teacher shortages upon students, whether in Los Angeles, Pohnpei, Guam, or Milwaukee, is disturbingly similar. When there are not enough well-trained, well-supported teachers, students suffer regardless of geography. But the geography of the islands makes the task of maintaining quality of instruction even more difficult. The 1.6 million people living in the Pacific region are spread out over an area of 4.9 million square miles, an area roughly equivalent to 1.6 times that of the continental United States.
