WASHINGTON In his yearly speech on the state of American schools, Education Secretary Richard Riley will propose a national model for states to follow in licensing teachers and raising the bar on teacher quality. The model, to be outlined today at California State University, Long Beach, would also urge states to tie teachers' pay to how much they know and how well they know it. In Hawaii, Danielle Lum, spokeswoman for the Hawaii State Teachers Association, said teachers already have to be certified to be in island classrooms. "If you are not certified," Lum said, "you have to leave in three years. "Also, that teacher does not get the same pay as a certified teacher. All that came out of a contract that was ratified in 1996." Greg Knudsen, Hawaii Department of Education spokesman, said Hawaii already has teacher standards board and teachers must be licensed. Lum said all teachers must be licensed, and the three-year period was to allow a teacher to work toward certification.

Raising the bar
for teachers
By Randy Hitz THE key to improving education is improving the quality of teaching that takes place in every classroom. Research confirms this common sense notion and, according to national polls, the public understands this and sees the goal of cultivating well-qualified teachers as a top priority. Some new initiatives are taking place in Hawaii to address this goal. A new set of standards for teachers was recently developed by the Hawaii Teacher Standards Board and approved by the governor. These standards are performance based and are among some of the best in the nation. The Department of Education will be held accountable for employing teachers who meet these standards, and teacher preparation programs will be held accountable to prepare all future teachers to meet them. The DOE and HTSB have also recently entered into a new partnership with the National Council for the Accreditation of Teacher Education, the only national accrediting body for teacher education. This partnership will encourage teacher education programs in Hawaii to seek national accreditation. At the same time, teacher education programs will be required to ensure that all future teachers meet the Hawaii teacher standards.

According to Superintendent Dr. LeMahieu's 11th Annual Report, the aging of the current administrative and teaching staff poses the potential for major recruitment needs with the next decade. Currently, Hawaii is ranked 43rd among the states in its pupil - to - teacher ratio (11th annual report, 2000.) These data come on the wake of a recent statewide teacher's strike, which has lowered morale (and retention) of teachers. The Department of Labor and Senator Inouye have recognized this desperate need for attention to public school education at the state level by allocating funds for teacher preparation, principal training, and training for educational assistants. While these funds will create programs for all of Hawaii, the distribution of these programs will take time to reach the county level and may not target Maui's specific needs. Maui County suffers from a critical shortage of certified teachers. According to the most recent DOE Annual Vacancy Report for Maui County, 173 teaching positions were vacant (main vacancy areas: Math, Science, Special Education, Hawaiian Immersion, Home Economics, Industrial Arts, Librarians, Counselors).

This is due in no small part to the certification regulations which went into effect on September 2, 1993 as well as the changes recently adopted by the Regents that go into effect in September 2004. The nation's first native language teacher education program, centered at the University of Hawaii at Hilo, is expected to be approved formally as a post - baccalaureate degree program today by the university's board of regents. The Kahuawaiola Indigenous Teacher Education Program has been educating Hawaiian language teachers since 1999 at UHH but was never formally recognized by the board of regents. That fact came to light recently when administrators were surprised to learn the board's approval was necessary for students to obtain certain scholarships to participate in the program. Eighteen certified graduates of the Hawaiian language program are already teaching in immersion schools and public and private school classrooms throughout the state, said Pila Wilson, chairman of the Hawaii Studies Division at the University of Hawaii at Hilo. All grads are licensed by the state Department of Education to teach English and Hawaiian in Hawaii's public schools. The private, nonprofit Kamehameha Schools also has hired Kahuawaiola's graduates, Wilson said. While the private Kamehameha Schools' curriculum is not taught in Hawaiian, Wilson said its administrators appreciate the unique Hawaiian perspective that the program's graduates bring to the classroom.

The students' melodic voices carry on the morning breeze as the rising sun over Puna bathes their figures in the glow of its golden rays. Standing in the piko, or "center" of their school, where they gather at the beginning and the end of every school day, they chant to honor the man for whom the school was named, Joseph Nawahi. Standing with backs straight, gazes fixed ahead, the students, ranging in age from 5 - 17 years, are matriculating at the Big Island site of the University of Hawaii at Hilo's Hawaiian - medium research laboratory school, Ke Kula 'o Nawahiokalani'opu'u. Operated by a consortium composed of the University's College of Hawaiian Language, Ka Haka 'Ula O Ke'elikolani, the State of Hawaii's Department of Education, and the private, non - profit 'Aha Punana Leo, the laboratory school boasts nearly 20 acres for grades K - 12. Students are taught entirely through the Hawaiian language, and while many began their academic careers in Punana Leo preschools, a few students have entered Hawaiian immersion as late as the seventh grade. A public school, Ke Kula Kawahiokalani`opu`u is open to any family committed to learning and speaking the Hawaiian language, regardless of ethnicity.

TI Teacher Certification Course Oct 11-12-13 at University of Hawaii
We get many requests for TI instruction in Hawaii but because we have no certified TI coaches in the islands it is extremely difficult for us to do. We would thus have to fly over an entire staff at great cost. So this is a rare opportunity to attend a TI workshop without flying to the mainland. If you know of anyone who may not receive TOTAL SWIM, but might be interested in the workshop, please let them know. Because our coaching staff will only be 3 or 4 coaches, we will need to limit attendance to approximately 20 swimmers. And specifically because we would like to develop a local teaching staff, Terry will also conduct a special Teacher Training program while there. Teacher Training will begin on Friday, Oct 11 and continue through the weekend in conjunction with the workshop. If anyone is interested in training for certification as a teacher of TI Fishlike Freestyle in Hawaii, please contact Terry at terry@totalimmersion.net
