    INTRODUCTION
    Background: One of the poorest countries in the Western Hemisphere, Haiti has been plagued by political violence for most of its history. Over three decades of dictatorship followed by military rule ended in 1990 when Jean-Bertrand ARISTIDE was elected president. Most of his term was usurped by a military takeover, but he was able to return to office in 1994 and oversee the installation of a close associate to the presidency in 1996.

    Introduction.
    The island of Hispaniola is divided into the Republic of Santo Domingo in the east and the Republic of Haïti in the west. The language is a debased French (Creole); the religion is largely Catholic although the natives are still widely affected by African fetishism (Voodoo). Education is deficient.
    Climate. The climate is tropical, but semi-arid where mountains in the east cut off trade winds. Temperature ranges from an average of 85 degrees Fahrenheit (F) in Port-au-Prince to 60F above Kenscoff. The medium temperature is between 75F and 80F or 25 to 28 degrees Celsius (C). Temperatures begin to climb into the 90s Fahrenheit or 30s Celsius in February through April. By May the temperatures climb even further and stay between 95F and 110F or 37C to 45C through August. Haïti uses the metric system for its temperature measurement. Rainfall ranges from a high of 144 inches in the southwest to 24 inches in the northwest. Haïti has two rainy seasons: April to May and August to October. Haïti lies in the middle of a hurricane belt and is subject to severe storms from June to October with occasional flooding and earthquakes and periodic droughts. Hurricanes especially cause repeated devastation and destruction in Haïti. December and January are cool and balmy.
