Reform of the Common Fisheries Policy
Meeting with UK fisheries associations London, 10 June 2002 Ladies and Gentlemen, I welcome this opportunity to meet with you all today from the various corners of the United Kingdom. I am delighted to welcome the representatives of the fishing sector from England, Scotland, Northern Ireland and Wales. I took the initiative to come to London to present to you the Commission's proposals for the reform of the Common Fisheries Policy. The seafaring tradition of the UK is world famous and it is therefore not surprising that fisheries represent such an important part of the socio-economic fabric of many of the UK coastal areas. But we are in troubled waters today. The existing fisheries policy is obviously a failure. · More and more economically important stocks are threatened with collapse. Among these are cod in the North Sea, west of Scotland and in the Irish Sea and hake in these areas and to the south of Ireland and in the eastern Channel, all important stocks for you. Cod was once the staple diet of the poor, today it has become an expensive luxury.

CONSULTING OPPORTUNITY This page was last modified: Friday, 26-Jun-1998 09:23:23 PDT Note: Closing Date Extended to 10 July 1998 Project Title FIC National Fisheries Associations: Status assessment and identification of strategies to enhance their long-term viability and impact on national fisheries development Contracting Agency FORUM SECRETARIAT, Trade and Investment Division Project Background The Forum Secretariat, the administrative arm of the South Pacific Forum which represents Heads of government of all the independent and self-governing Pacific Island countries, with funding assistance from the Canadian International Development Agency, is undertaking a study to assess the status of national fisheries associations within selected member countries. The Forum Island countries (FICs) include the Cook Islands, Palau, Federated States of Micronesia, Fiji, Kiribati, Marshall Islands, Nauru, Papua New Guinea, Solomon Islands, Tonga, Vanuatu, Western Samoa, Niue, and Tuvalu. Their exclusive economic zones together cover some 19.6 million square kilometers, and represent some 97 per cent of the total terrestrial and marine territory under their jurisdiction. As a result, FICs look toward fisheries as an essential means to advance their economic development. National fisheries associations, comprising private sector fishing operators, have the potential to play an important role in the sustainable commercial development of the region's fisheries resources. FICs are increasingly looking to involve the private sector as a key stakeholder in processes to create competitive domestic business environments. Ensuring that private sector interests have strong, unified representation at this level in the form an association, improves the likelihood that their concerns will be addressed in the form of supportive government policies and activities. Associations also provide small fishing operations with an improved platform from which to access external resources to address common problems such as training and financing.

Click here to view latest update on FWG The Fisheries Working Group (FWG) was created by the SOM in 1991. It aims to promote:
    • the conservation and sustainable use of fisheries resources; sustainable development of aquaculture and habitat preservation; development of solutions to common resource management problems; the enhancement of food safety and quality of fish and fisheries products; and sector-specific work relating to trade and investment liberalization and facilitation.
Fisheries Management The meeting reviewed reports of the Kesen-Numa Workshop held in Japan on 13-15 July 1999, which suggested some action on fisheries management. It was agreed that the implication of fisheries development for fisheries management was an important aspect of the FWG work program. Members suggested that APEC could usefully undertake analysis that looked at "gaps" and "barriers" in effective fisheries management, and provide solutions to those problems. Aquaculture There were reports on both completed and on-going projects including "Farming the Reef" and "Collaborative Grouper Aquaculture Network". It was noted that the FWG work on aquaculture had provided tangible benefits to APEC economies and hence future work on aquaculture should be considered in the FWG work program. It was also suggested that the

Business and Private Sector Participation This forum provided an opportunity for APEC economies to discuss issues of common interest with the US industry and the International Coalition of Fisheries Associations (ICFA) and representatives from universities. Industry interests included: harmonisation of trade information and documentation schemes; support for illegal, unregulated and unreported (IUU) fishing through the Food and Agriculture Organization (FAO); support for strong Regional Fisheries Management Organisations (RFMOs); and reduction in non-tariff measures and the implementation of the UN Fish Stocks Agreement. These are issues that industry felt APEC could develop in cooperation with the FAO. Other suggestions included support of HACCP and technologies to mitigate seabird by-catch. In its 12th annual meeting in Hong Kong, China on 14-18 May 2001, FWG focused on following issues:
