Law Library Pathfinders / Juvenile Law The California Juvenile Court Law and the Juvenile Court Rules govern juvenile law in California. The core provisions of Juvenile Court Law are contained in the Welfare and Institutions Code. Under the law, there are three types of juveniles that are subject to the juvenile court system namely: dependents, status offenders, and delinquents. The Juvenile Court System includes probation officers, referees, judges, experts, and the California Youth Authority. The California Judicial Council has the authority to establish the rules and procedures of juvenile court, which are contained in the California Rules of Court. What is Street Law?
Street Law is practical, participatory education about the law. Street Law curricula teach young people the legal information they need to know to be successful adults and citizens. Topics including housing, employment, criminal law, family and consumer law, and many others are covered. In addition to legal knowledge, Street Law programs use interactive teaching methods that build the skills that make youth successful and resilient. Conflict resolution, communication, cooperation, creative problem solving, and core academic skills are all built by Street Law classes. Street Law classes also make important use of community resource people and encourage positive adult-youth interaction. Street Law programs are used throughout the country in juvenile justice as well as school and community settings. The curricula are flexible and easy to implement, broken up into topic-specific lessons that can be used to augment existing classes or to create stand-alone courses. Some programs in juvenile justice settings have been implemented as a daily or weekly 90-minute sessions as part of the regular school curriculum. Others have created separate afternoon or evening programs or intensive life-skills sessions. At the national training, site teams will create a tailored plan to create a Street Law program that fits the needs of their program.

    Identifying Youth At Risk of Delinquency Seasoned law enforcement officers in departments around the country have come to recognize early warning signs for later delinquency. Responding to calls, officers enter homes where youth have been exposed to domestic violence, drug and alcohol abuse, gang activity, neglect, and other criminal behavior. Officers see youth who have been exposed to crime and violence on the streets, in their schools, and among their peers. Many experienced officers know delinquent youth whose first encounters with law enforcement were as victims of crime or as family members of someone who was arrested. Officers frequently recognize that such victimization experiences and exposure to criminal and delinquent family members are related to later offending. OJJDP’s longitudinal, prospective research on the causes and correlates of delinquency has found that delinquency and violent behavior stem from the accumulation and interaction of risk factors in the five categories described above (Thornberry, Huizinga, and Loeber, 1995; Hawkins et al., 1998). The probability of violence and delinquency increases (sometimes dramatically) with increases in the number of risk factors (Office of Juvenile Justice and Delinquency Prevention, 1998). For example, a study of 411 South London boys found that the percentage of boys convicted for violence more than doubled in the presence of 1 risk factor but increased tenfold in the presence of 4 or 5 risk factors (Farrington, 1997).
