INITIAL OBLIGATION: FY 2000 ESTIMATED COMPLETION DATE: FY 2004 Summary: The Rule of Law program in the Caribbean region has two primary components:
  • providing technical assistance, training, and commodities to the Eastern Caribbean Supreme Courts; and training judiciary staff.
Inputs, Outputs and Activities: FY 2002 Program: Further efforts to reduce the large number of backlogged cases in the system will be addressed by the introduction of an alternative dispute resolution program in the Eastern Caribbean. A pilot mediation system in St. Lucia will provide a court-connected mechanism for resolving civil disputes outside of the court system. If successful, this program will be replicated in other Eastern Caribbean countries. Under the judicial training program, courses will be conducted in areas such as telecommunications law for Organization of Eastern Caribbean States (OECS) judges. In addition, USAID will help the Caribbean Community (CARICOM) Secretariat establish a new Caribbean Court of Justice by providing technical assistance to develop a public education program to build recognition and support for the Court.

Home USAID web site OFDA/Caribbean U.S. Embassy Jamaica Caribbean Regional Strategy USAID's multi-year strategy (2000 thru 2004) of assistance to the Caribbean region is reflected both in the five-year US$30 million Caribbean Regional Program - implemented under a grant agreement with CARICOM, and by a US $8.6 million program of assistance to for infrastructure damage following Hurricanes Georges and Lenny. In addition, USAID's Office of Foreign Disaster Assistance provides technical and financial assistance to improve disaster readiness/preparedness in this hurricane prone region. Though region-wide in scope, USAID's regional strategy has a special focus on the English-speaking Eastern Caribbean. The USAID Jamaica staff based in Kingston together with a small satellite office staff located in Bridgetown, Barbados, manages the programs.

Your Excellencies,
Ladies and Gentlemen,
Mr. President, The Commonwealth of Dominica joins other delegations in congratulating you on your election to chair the proceedings of the 57h Session of the United Nations General Assembly. We are confident that you will preside over this assembly with the efficiency and dedication required to take us through the Agenda of the 57th Session. We extend to your predecessor, Mr. Han SeungSoo, our sincere appreciation for the excellent manner in which he steered the work of the 56`h Session of this General Assembly. One year ago we convened in a city reeling from terrible tragedy, which spurred the international community to unite in the fight against international terrorism. The world's response to the events of September 11 was one of total condemnation of terrorism in all its forms and a firm undertaking to uphold the principles of freedom and democracy enshrined in the Charter of the United Nations. The United Nations Security Council was swift and decisive in its adoption of a resolution focused on suppressing the financing of terrorism and denying terrorists safe haven in which to operate.

1. THE BIRTH OF CARDI
Introduction
For at least the past 70 years, governments in the English speaking Caribbean have recognized the need for a regional research system to meet the increasingly complex challenges of agriculture. At first the responsibility fell upon the Imperial College of Tropical Agriculture (ICTA) which carried out both teaching and research functions. Special schemes were inaugurated in 1946/47 for regional research in Soils, Banana and Cocoa. In 1955 a Regional Research Centre (RRC) was established. Its programme of research which had a heavy emphasis on the primary export crops was expanded to include: Food Crops, Plant Breeding, Stored Products, Herbicides and Statistics. In 1960 ICTA was merged with the University College of the West Indies (UCWI) to form the Faculty of Agriculture and the administration of RRC was transferred to the UCWI. The RRC was part of this arrangement when the UCWI became the University of the West Indies (UWI) by the Royal Charter of 1962. The RRC continued to be the responsibility of the Council of Ministers with a federal budgetary allocation.

    Dominica GOVERNMENT Dominica is an independent republic of the British Commonwealth, not to be confused with the Dominican Republic which lies 500 miles away (but also in the Caribbean). The two ports of entry are Portsmouth at Prince Rupert Bay, and Roseau, the capital. MONEY The official currency is the Eastern Caribbean dollar; US dollars are accepted. Banking hours are Monday to Thursday 8am to 3pm, Friday to 5pm. COMMUNICATIONS Dominica has card-phone call boxes. Cards can be purchased in shops and bars near the boxes. Calls can also be made in hotels. HISTORY, LANGUAGE, CULTURE Although the official language is English, the island is named after the day of the week - 'Sunday', in Spanish - when Christopher Columbus first set eyes on it. The name is pronounced 'domineeka', with stress on the last i. The culture and everyday language are French creole: English is spoken here with a strong French accent. Carib resistance to colonising invaders was very strong here, and Dominica is the only island in the eastern Caribbean where a pre-colonial population remains. (The Caribs, themselves invaders from South America, had already expelled the indigenous Arawak people). There is a Carib territory with about 3000 people on the east coast ; visitors are currently welcome there to buy handicrafts and view traditional canoe building. Transport is plentiful, with taxis and private-enterprise buses. There is also car rental, requiring a local licence. Driving is on the left.

        found nowhere else, the Imperial (Amazona imperialis) and the Jaco/Jacquot parrot (Amazona arausiaca). The area of Syndicate in the Dominica's Northern Forest Reserve is perhaps the best known spot to see these two spectacular birds.
