MESSAGE TO VICTIMS DOMESTIC VIOLENCE PREVENTION LINKS Mission Statement The Domestic Violence Prevention Coordinator is responsible for the administration, coordination, and implementation of the Domestic Violence Prevention Program in Tompkins County. The program coordinates the community's response to domestic violence, working with law enforcement, victims' services, prosecutors, Department of Social Services, BOCES, Probation Department and health care professionals. The Tompkins County Coalition Against Domestic Violence works with the Domestic Violence Coordinator to provide public information and referral, advocacy, community education and outreach, and training for law enforcement agencies. Facts About Domestic Violence Between 91-95% of all documented reports of adult domestic violence are women abused by their male partners. About 1-2% is the physical abuse of men by their female partners. Intimate violence, however, is not limited to heterosexual relationships. The rate of violence in gay and lesbian relationships is estimated to be about the same as in heterosexual couples (around 20-30%), accounting for about 3-8% of the total number of documented reports. While there may be under-reporting of domestic violence by gay and lesbian victims and by men abused by their female partners, it is also estimated that fewer than one in ten cases of women abused by male partners is reported.

Stop the Cycle of Violence!
All of you know how much needs to be done to take meaningful steps to end domestic violence and sexual assault. We need tough law enforcement, aggressive prosecutions, effective prevention programs and available shelters for families in distress. Most importantly, we need to insure that more people know and understand that domestic violence is not a private matter. It is a critical national problem that affects us all in every community, in every work place and in every school.
Each of us can do more and this handbook shows us how.
President Clinton recognized the seriousness of the problem when he signed the Violence Against Women Act as part of the Violent Crime Control and Law Enforcement Act of 1994. In the past year, the Department of Justice has sought to combine tough federal penalties along with substantial resources to the states to begin dealing with the problem of domestic violence in a comprehensive, multi-faceted way. States and local law enforcement agencies have been encouraged to begin programs that will enhance their ability to prevent domestic violence, to punish it and to stop the cycle of violence. The Act also established a:
National Domestic Violence Hotline, 1-800-799-SAFE.

RURAL DOMESTIC VIOLENCE AND CHILD VICTIMIZATION ENFORCEMENT GRANT PROGRAM
Implementation Grant Award: FY 1998 North Dakota AWARD RECIPIENT: North Dakota Council on Abused Women's Services Bismarck, North Dakota AWARD AMOUNT: PURPOSE: This award will support the efforts of a tri-state project team, representing Montana, North Dakota, and Wyoming. Projects include the dissemination of educational materials to clergy, cosmetologists, teachers, and other community members who interact with victims of domestic violence and child abuse; technical assistance and training for 13 reservations; and continued development of a clearinghouse of resources specific to the needs of rural jurisdictions. Goals include printing and distributing culturally appropriate posters in remote areas and on reservations and training National Park Service staff to respond to domestic violence and child victimization. Agency: State Police Domestic Violence Domestic violence impacts Michigan families and communities at all levels. People across the entire spectrum, from infancy to the elderly, are the victims of this crime. It is not limited to any race, age, sexual orientation, socioeconomic class, educational level, or occupation. According to the Michigan State Police Criminal Justice Information Center, 41,822 people were reported as victims of domestic violence in 1999. We can be encouraged that this is down from 47,499 in 1998, but the numbers are still staggering. In 1999, 31 people were killed as a result of domestic violence. WHAT IS DOMESTIC VIOLENCE: Michigan law requires that you have a "special" relationship with another individual to be considered "domestic" in nature. A special relationship between assailant and victim is defined as spouse, former spouse, resident, former resident, or they have a child in common. The "Power and Control Wheel" shows how batterers use different tactics to manipulate their environment and control their partners.

The Multnomah County Domestic Violence Coordinator
The Multnomah County Domestic Violence Coordinator provides the community with a resource for the prevention and intervention of domestic violence. As a community resource, the Coordinator provides information, consultation and technical assistance to community groups who want to address this important issue. The Coordinator is jointly funded by both the City and the County, and provides consultation to employees of those entities. The Coordinator is the staff person to the Family Violence Coordinating Council which acts as a coordinating body for domestic violence intervention (see below).

Role of the DVLOs
Lancashire Constabulary's DVLOs provide a second tier of intervention and support in domestic violence cases. Whilst the DVLOs are specialist officers their role still involves the same focus of protection, prevention and enforcement. In protection and prevention terms the DVLOs will assess each incident to determine where intervention is required. Repeat victimisation provides a key part in this process, particularly where the abuse or frequency of the incidents is escalating. It is not possible for the DVLOs to have personal involvement in every domestic violence case, and indeed not all victims would wish for that to happen. Therefore a system of letters, information packs, telephone calls and personal visits is applied, dependent on the needs of the victim. A further element of protection and prevention is the allocation of personal attack alarms, Tunstall alarms, surveillance cameras and mobile telephones, where required. In terms of enforcement the DVLOs are encouraged to employ a problem solving approach to domestic violence cases to seek long-term solutions. They are also closely involved into the evidence gathering process and link in with the Crown Prosecution Service lawyers to monitor cases and supply previous history. Part of their role, which should not be understated, is the support they offer to victims of domestic violence through the criminal justice process. They are particularly alert to the vulnerability of certain domestic violence victims and provide the required support and guidance. A key part of the DVLOs role is to work closely with the other support agencies offering services to domestic violence victims.

The primary responsibility of the police at domestic violence incidents is the protection of the victim and any children. The constabulary's Domestic Violence Policy promotes positive action, which is defined as: Protection, Prevention and Enforcement. The constabulary's undertaking is to treat domestic violence incidents as crimes and thereby collect evidence from all available sources. Officers are instructed to separate the parties to obtain a full account of the incident and any previous history. The importance of obtaining quality information is stressed and accurate record keeping becomes an essential part of the process to ensure that previous domestic violence incidents can be taken into account and potentially used in subsequent court proceedings. Officers are instructed on the need to deal as sensitively as possible in these highly complex situations and also to be alert to the needs of individual victims, particularly within our minority ethnic communities. Watson, Executive Director of "My Sister's Place," as Director of the Office for the Prevention of Domestic Violence(OPDV). "I am confident that Charlotte will bring her incredible passion to protecting victims of domestic violence to her new position, and I look forward to continuing the fight against domestic violence." "My Sister's Plac" is a private, not-for-profit agency dedicated to ending abuse and violence in intimate relationships. It provides legal advocacy, domestic violence education programs, community outreach and residential services to victims of domestic violence. Evaluation Information: This program received an Innovations in American Government 1992 Award sponsored by the Ford Foundation and the Kennedy School of Government at Harvard University. This program has been cited as a model by the Harvard School of Public Health and praised by the Women's Legislative Caucus. Court staff have developed a special probation protocol for the supervision of batterers, which has been adopted by the U.S. Department of Justice (DOJ) as a resource for the National Institute of Corrections. The number of abusers placed in supervised protection has risen from 35 in 1986 to 200 in 1992; more probationers are surrendered for violations; and three times as many male batterers are completing the yearlong intensive treatment program in Quincy than in other jurisdictions. Best of all, Quincy had no domestic homicides in 1991. Since the program began in 1987, the number of women seeking orders from the Quincy Court has doubled. Annual Budget: N/A.

Patty Murray (D-Wash.) said today. Murray hailed an announcement by the Clinton Administration today that more funding will be made available through federal grant programs to address the issue of domestic violence. Murray has been a strong advocate of efforts to fight domestic violence and to increase awareness of the economic problems faced by battered women. "We have worked hard to bring this issue out of the shadows, and now we need to provide the resources to law enforcement, battered women shelters and service providers to put an end to domestic violence in America," Murray said. "Through the Violence Against Women Act and other legislative efforts, we have raised awareness and increased funding, and today's announcement by the Administration gives states access to the tools they need to fight domestic violence in our communities." Specifically, the Administration announced the following grants through the Justice Department and the Department of Health and Human Services that will be available to states on a formula basis:
