Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

When Dr. Paul Vance arrived at the District of Columbia Public Schools (DCPS) in 2000 as the fourth superintendent in five years, he found a district facing significant challenges. DCPS students had repeatedly performed well below national norms on standardized tests, and the District consistently began the school year with over 100 teaching vacancies. Two of Dr. Vance’s immediate priority areas were recruiting new teachers and reorganizing the Human Resources Department. At the same time, Mayor Anthony Williams began to focus on teacher recruitment and retention as key parts of his citywide education agenda.
tially skeptical about bringing more nontraditional teachers into the District, many DCPS principals were reluctant to interview DC Teaching Fellows. After a few interviews by some courageous principals, word began to spread about the high quality of the DC Teaching Fellows candidate pool. Principals who previously did not want to interview Fellows began to request multiple Fellows for their open positions. “I have to eat crow on this,” remarked one DCPS elementary principal. “I am amazed at how good these Fellows are. They are committed and bring a lot of professional experience and content knowledge which is exactly what we need!” As positive word of mouth spread, The New Teacher Project was able to successfully place all of the Fellows earlier than the usual DCPS placement process. The DC Teaching Fellows program continues today, and has been remarkably successful in bringing highly-qualified teachers to DC classrooms. This year’s class of 100 has an outstanding record of achievement and diversity:

Alternative Teacher Certification Currently, 41 states plus the District of Columbia report having some type of alternative teacher certification program. Estimates say 125,000 people have been licensed through alternative certification programs. Effective alternative certification programs include:
  • Strong academic coursework component; Field-based programs; Candidates work with a qualified mentor teacher; Candidates go through the program in cohorts; Programs are a collaborative effort among state departments of education, colleges and universities, and school districts.
A 1999 survey of Institutions of Higher Education that have programs for the preparation of teachers conducted by the Center for Education Information, found that nearly three out of 10 (28 percent) prospective new teachers who completed teacher preparation in 1998 in college-based programs began their preparation to teach after they had already received at least a bachelor’s degree. More than one-third (36 percent) of persons admitted into Teacher Preparation Programs at the Post-baccalaureate level and 14 percent of those admitted as Undergraduates within the past year had prior teaching-related experience, such as substitute teacher, teacher’s aide, or school paraprofessional.

Alternative Certification: a Definition
Alternative certification is defined as any post-baccalaureate teacher preparation program. These programs can range from emergency certification, intensive university based programs, distance learning programs and even programs created by school districts to recruit members of the community to become teachers. The main purpose of alternative certification is to entice mid-career professionals and subject matter experts to bring a plethora of life experiences and professional endeavors into the classroom. Since teaching certificates are granted by a state’s education department, there are many variations in programs across the nation.
Alternative Certification: a History
Alternative certification has become one of the solutions used to alleviate the teacher shortage problem in the United States . These programs are implemented to encourage interested individuals to become teachers without going back to college to earn a degree in education. Angus and Jeffrey have indicated that these traditional undergraduate programs are often cumbersome in nature and have the tendency to emphasize pedagogy instead of subject matter expertise (Refer to Lynn Kepford’s article, “The Teachers Certification Debate” in this newsletter). According to the National Center for Education Information (NCEI), there were 41 states and the District of Columbia participating in alternative certification programs as of 2001. New Jersey was the first state to implement such a program in 1984.
