  • 65% of U.S. public schools had access to the Internet in fall 1996, a gain of 15 percentage points in each of the last two consecutive years.
  • 14% of all public school "instructional rooms" (classrooms, computer or other labs, and library media centers) were connected to the Internet, representing more than a fourfold increase since fall 1994, when 3% of all instructional rooms had access to the Internet.
  • 13% of all public schools reported that training for teachers in advanced telecommunications was mandated by the school, district, or teacher certification agencies. 31% of schools indicated that incentives were provided to encourage teachers to obtain advanced telecommunications training, while 51% of schools left it up to teachers to initiate participation in advanced telecommunications training.

Individuals with Disabilities Education Act (IDEA) Under the IDEA, assistive technology can be made available to children with disabilities as part of public school special education programs. In order to qualify for special education programs in Delaware, a child must meet certain age requirements and disability-related criteria. Some examples follow.
  • Children identified as having a hearing impairment, visual impairment, deaf-blindness, or autism may receive special education and related services from birth through age 21.
  • Those children with speech and/or language impairments are qualified between the ages of 3 and 21.
  • Students with physical or mental impairments, or traumatic brain injury, are eligible between the ages of 3 and 20.

Gov. Schweiker's budget has no increase next year for the costly schools. Some say a crisis looms for the disabled.

At the Pathway School near Norristown, sweet, diminutive Susan Kelly has found a place to flourish. She has her studies and therapy, and guidance on how to live independently with her multiple disabilities. At the HMS School in West Philadelphia, Sarah Rich has learned to navigate the hallways in her spiffy motorized wheelchair despite the limitations of cerebral palsy. Rich and Kelly are among an estimated 4,200 students - nearly one-fourth of them from Philadelphia - who attend 29 private special-education schools in Pennsylvania. Such schools are caught up in a state-funding squeeze that school leaders say has brought them to the brink of crisis. Gov. Schweiker has offered them no extra money in his 2002-03 budget plan - just $63.5 million, the same as this year. Public school districts would get only an extra 1 percent. Nineteen of the nonprofit schools - serving students with disabilities such as autism, Down syndrome, cerebral palsy, retardation, blindness, neurological disorders and severe emotional problems - are in the Philadelphia area. Costs range from at least $25,000 a year for day students to about $125,000 for residential treatment.

The day after Christmas, the Kelso family walked into a renowned hospital and turned their child over to the staff, indicating that they could no longer care for him. The youngster has severe cerebral palsy and a breathing tube. The Kelso's did not offer an explanation. Although, Mrs. Kelso has been quoted as saying that she had difficulties with some of the assigned nurses. The Kelsos were charged in Delaware with misdemeanor counts of child abandonment and conspiracy. They were released after a night in jail. Our Mission Making a difference in the lives of individuals with Cerebral Palsy, the people who love them and the world we all live in.
Many of you will want to know what qualifies me to guide you in your search for help and info regarding cerebral palsy.
Well, I am 35 yrs old and have 5 children and one granddaughter, my 11 year old son, Willie, has spastic diplegic cerebral palsy, epilepsy, severe asthma, and is visually impaired. Willie has cp due to what is technically called partial agenesis of the corpus colosum very fancy and ugly words that simply mean that the connecting tissues for the two halves of Willie's brain never fully developed. No one knows why this happened, or how this happened infact very little is known about this condition. It is very rare occuring about once in every 20,000 births. I volunteer online as a free disability rights advocate and work privately in life as a paid advocate. Most of the cases I fight online are adult cases and most of the cases I handle in life are children's issues.
I also work at Burlington County College as an aide to disabled students, taking notes, helping perform lab assignments, tutoring, administering exams and just helping them to understand that they can succeed.
