Emergency Response
University Police is the first to respond to all medical, fire and criminal emergencies on campus. Members of the academic community and visitors to the campus are encouraged to report crimes or other emergencies to the department's dispatcher by dialing 2222 from any campus phone, or *2222 from on campus pay phones. Criminal Investigation
University Police is responsible for the entire investigative process. This process includes taking the initial crime report and statements, crime scene processing, and the identification and apprehension of suspects, which culminates in the judicial system. University Police's Investigations Unit is staffed by five fulltime detectives, each of whom handles a caseload of crimes against persons such as sexual assaults, batteries, and robberies, along with property crimes such as burglary, auto theft and fraud. Crime Prevention and Community Policing
Under community policing, University Police officers are assigned to patrol designated areas of campus and to develop a relationship with the various groups residing or working in these areas. Our officers are willing to meet with groups to define problems, develop strategies to maintain a safe environment, and conduct special programs.

April 8, 2002 MERRILL LYNCH STOCK RATING SYSTEM FOUND BIASED BY UNDISCLOSED CONFLICTS OF INTEREST Spitzer Obtains Court Order Requiring Key Disclosure State Attorney General Eliot Spitzer today announced a court order requiring immediate reforms in investment counseling by one of the nation's oldest and largest securities firms. "This was a shocking betrayal of trust by one of Wall Street’s most trusted names," Spitzer said. "The case must be a catalyst for reform throughout the entire industry." As part of a quid pro quo between the firm and its investment banking clients, Merrill Lynch analysts skewed stock ratings, giving favorable coverage to preferred clients, even when those stocks were dubious investments.
These communications show analysts privately disparaging companies while publicly recommending their stocks. For example, one analyst made highly disparaging remarks about the management of an internet company and called the company's stock "a piece of junk," yet gave the company, which was a major investment banking client, the firm's highest stock rating.

CHAPTER 273. CRIMINAL INVESTIGATION AND OTHER ENFORCEMENT PROCEEDINGS
SUBCHAPTER A. CRIMINAL INVESTIGATION
(a) If two or more registered voters of the territory covered by an election present affidavits alleging criminal conduct in connection with the election to the county or district attorney having jurisdiction in that territory, the county or district attorney shall investigate the allegations. If the election covers territory in more than one county, the voters may present the affidavits to the attorney general, and the attorney general shall investigate the allegations.
(b) A district or county attorney having jurisdiction or the attorney general may conduct an investigation on the officer's own initiative to determine if criminal conduct occurred in connection with an election.
(c) On receipt of an affidavit under Section 15.028, the county or district attorney having jurisdiction and, if applicable, the attorney general shall investigate the matter.
(d) On referral of a complaint from the secretary of state under Section 31.006, the attorney general may investigate the allegations.

RECRUITMENT
Under the command of an Assistant Commissioner, the Garda College is located at Templemore, in Co. Tipperary. This officer is responsible for all student selection and training, in-service training, specialist training, promotion and development courses, and education within the service. He is assisted by a Chief Superintendent who oversees the running of the College. In the 1980's, training of personnel for the Garda Síochána became the subject of review by a special committee set up to re-assess requirements in the light of changing social trends. Their recommendations brought about substantial changes to the style and type of training, changes supported by considerable investment by the State in the facilities available at the Garda College. Candidates to join the Service must be between 18 and 26 years of age, be in good mental and bodily health and be of good character. Certain minimum standards of education are specified. Basic training is divided into five phases and lasts a total of three years. Initially, students spend 22 weeks at the College, followed by a period of 24 weeks spent at selected stations under the direct supervision of tutorial staff. After further training at the College, students become members of the Service, empowered to enforce legislation the same as senior colleagues and are attached to stations, although remaining under probation for a further two year period.

The Capital Litigation Division handles, in federal court, challenges by death-sentenced inmates to the validity of their convictions and sentences. (The district attorneys' offices handle state court challenges.) Specifically, the division handles petitions for certiorari review on direct appeal from the Texas Court of Criminal Appeals and federal habeas challenges from the federal district court through the U. S. Supreme Court. The Crime Victim Services Division is composed of five sections: The Crime Victims' Compensation Section administers the Texas Crime Victim Compensation Program, which provides reimbursement for out-of-pocket expenses to victims of violent crime and their families. The Fund can help eligible victims pay for medical and counseling bills incurred because of the crime, and can help families cover the cost of the funeral for a loved one who has been killed. The Crime Victims' Institute serves as a resource for research and information, training, program evaluations, and improving the services to crime victims.
