The Office of the Attorney General and Reporter is established by Article VI, Section 5 of the Tennessee Constitution . The attorney general is appointed by justices of the Tennessee Supreme Court for an eight-year term. The attorney general is the chief legal officer of the state. Through his staff, he represents the interests of the state in a variety of areas. Officers and agencies of the state are represented by the attorney general in all civil litigation before state and federal courts. The district attorneys prosecute most criminal cases at the trial level. The attorney general prosecutes all criminal cases in the appellate courts and exercises original prosecutorial powers in the areas of securities and state contract fraud. The attorney general has the authority to institute ouster proceedings and civil actions for antitrust violations, consumer fraud and environmental enforcement. In addition to courtroom duties, the attorney general provides legal advice to state departments and agencies and the General Assembly . Formal opinions of the attorney general on legal issues are rendered to state officials upon request. The attorney general also approves all administrative regulations and leases as to form and legality. General Provisions
SECTION 1. STATE BOUNDARIES. The State of Alaska shall consist of all the territory, together with the territorial waters appurtenant thereto, included in the Territory of Alaska upon the date of ratification of this constitution by the people of Alaska. SECTION 2. INTERGOVERNMENTAL RELATIONS. The State and its political subdivisions may cooperate with the United States and its territories, and with other states and their political subdivisions on matters of common interest. The respective legislative bodies may make appropriations for this purpose. SECTION 3. OFFICE OF PROFIT. Service in the armed forces of the United States or of the State is not an office or position of profit as the term is used in this constitution. SECTION 4. DISQUALIFICATION FOR DISLOYALTY. No person who advocates, or who aids or belongs to any party or organization or association which advocates, the overthrow by force or violence of the government of the United States or of the State shall be qualified to hold any public office of trust or profit under this constitution. SECTION 5. OATH OF OFFICE. All public officers, before entering upon the duties of their offices, shall take and subscribe to the following oath or affirmation: "I do solemnly swear (or affirm) that I will support and defend the Constitution of the United States and the Constitution of the State of Alaska, and that I will faithfully discharge my duties as . . . . . . . . to the best of my ability." Text of the Constitution
Constitution of the United States, the fundamental law of the United States of America. Drafted by the Constitutional Convention in Philadelphia, Pa., between May 25 and Sept. 17, 1787, it is the world's oldest written constitution still in effect. The document presents a set of general principles out of which implementing statutes and codes have emerged. As such, it embodies the essence of constitutionalitythat government must be confined by the rule of law. The success of the framers of the U. S. Constitution in writing a document geared to serving the varied and changing needs of Americans has been complemented by an ability on the part of successive Congresses and courts to readapt it to these changing demands. The Constitution's 25 amendments, added over a period of 180 years, have in most cases, plugged minor loopholes rather than changed the focus or the general structure of the document. As President Franklin D. ROOSEVELT stated in his first inaugural address on March 4, 1933: "Our Constitution is so simple and practical that it is possible always to meet extraordinary needs by changes in emphasis and arrangement without loss of essential form. That is why our constitutional system has proved itself the most superbly enduring political mechanism the modern world has produced."

Drafted and promulgated by the Fifth Provincial Congress in December, 1776, without submission to the people, the Constitution of 1776 and its separate but accompanying Declaration of Rights sketched the main outlines of the new state government and secured the rights of the citizen from governmental interference. While the principle of separation of powers was explicitly affirmed and the familiar three branches of government were provided for, the true center of power lay in the General Assembly. That body not only exercised full legislative power; it also chose all the state executive and judicial officers, the former for short terms and the judges for life.

    Economic Development Administration (EDA)
    The Trade Adjustment Assistance (TAA) program, which is authorized through the Trade Act of 1974, as amended, provides technical assistance to manufacturers and producers which have lost employment and sales or production due to increased imports. EDA administers the TAA program through a national network of 12 Trade Adjustment Centers (TAACs).
    The TAACs aid trade-injured firms, at no cost, in completing and submitting a petition to EDA for certification of eligibility and in applying for assistance under the TAA program. Once EDA approves the petition, the TAAC helps the firm in preparing an adjustment proposal. This document, an objective analysis of the firm's strengths, weaknesses, threats, and opportunities, serves as an economic recovery strategy for firm. The adjustment proposal also identifies technical assistance tasks, which when implemented will help the firm regain its economic competitiveness. These technical assistance tasks are customized to the specific needs of each individual firm. Typically, the TAAC pays 75 percent of the cost of preparing the adjustment proposal and the firm pays the remaining share.
    After EDA approves the adjustment plan, the firm can request assistance in implementing its approved technical assistance tasks. Typically the technical assistance is provided by a private sector consultant, selected by the certified firm. EDA, through a TAAC, normally pays 50% of the consultant’s fee and the certified firm pays the remaining share. Due to limited program resources, however, EDA normally limits its share of technical assistance to a certified firm to $75,000. Although a wide range of technical assistance tasks have been funded under the TAA program, the most commonly requested technical assistance activities have been in the areas of market research (development of new marketing materials including e-commerce); identification of technology, computer systems and software to meet specific needs of the firm; and completion of a quality assurance program such as ISO-9000.     OFFICE OF THE ATTORNEY GENERAL Bill Lockyer Mission Statement About DOJ History Office of the Attorney General Attorney General Bill Lockyer was elected statewide to serve as the chief law officer of California. It is the duty of the Attorney General to see that the laws of the state are uniformly and adequately enforced (California Constitution, Article V, Section 13.) The Attorney General carries out responsibilities of the office through the California Department of Justice.
    The Attorney General represents the people of California in civil and criminal matters before trial, appellate and the supreme courts of California and the United States. The Attorney General also serves as legal counsel to state officers and, with few exceptions, to state agencies, boards and commissions.
