An economic model of non-irrigated corn production was created to determine, under requirements of maintaining a certain level of production or maintaining soil quality, if it was best to apply conservation practices in the management of the production process. Home Up Financial Sustainability in Biodiversity Conservation Programmes The need for additional resources arises from the imbalance between a country's need for capacity building and provision of basic infrastructure for conserving biodiversity on the one hand, and the ability of the country to mobilise resources on the other. It appears that domestic resources in most developing countries will continue to be inadequate for financing the conservation of biodiversity. And there are other reasons why financial resources are needed for Biodiversity: First of all, many of the benefits of biodiversity flow to all citizens of the world, while the costs tend to fall on the countries with only limited financial resources. Secondly, while many investments in conserving biodiversity will provide substantial benefits, these are often long-term and the full benefits may not be realised for many years, while the costs need to be paid today, necessitating long-term bridge financing which is difficult to obtain in developing countries. Finally, payment for conservation services provided to the global community by developing countries and hence avoiding irreversible losses of biodiversity when countries are poor, may be highly valued after those countries become more wealthy. Jeffrey A. McNeely, Chief Scientist at the IUCN wrote a paper that surveys the current situation, presents trends, and promising innovations in the financing of biodiversity conservation. It describes each promising financial tool and the policies, technologies, and entrepreneurial initiatives required to make the tool successful. It emphasises innovative tools that are relatively poorly known.

DESCRIPTION The percentage of realised nature conservation programmes measures the degree to which the programmes have succeeded. The status of programmes cannot be presented as a time series, because the data are not comparable as mapping techniques have evolved, estimates of e.g. the surface area of nature reserves have improved. The table above gives the percentage of realised nature reserves (total for public and private lands), lands bought for conservation purposes by the state, and unbought land still in private hands. Lands already in state hands are in practice conserved, even if formal legal definition of their status is still lacking. On state property conservation programmes are implemented by formal Governmental decisions. Nature reserves designated on private property are bought with state funds or exchanged for state lands, or declared protected by decision of the local Regional Environmental Centre. National parks and strict nature reserves of over 1000 hectares are ratified by an act of parliament. Amendments may also be passed to designate smaller reserves on state property, in addition to which Government bodies have the right to give protection to land under their control. The main responsibility for realising nature conservation programmes rests with the Regional Environmental Centres. The actual acquisition of land for conservation is carried out jointly by the Environmental Centres and the Forest and Park Service.
