02:40 PM Nov. 18, 1998 PT WASHINGTON Commerce Department lawyer Elliot Maxwell will become a key Internet advisor to the Clinton administration, in part succeeding Ira Magaziner, who will resign by the end of the year. As special advisor to the Secretary of Commerce, Maxwell will coordinate the White House's position on areas such as privacy, export controls, domain names, Internet taxes, standards, and digital signatures.

But Magaziner said that President Clinton and Vice President Al Gore have not yet decided how to divvy up other issues, particularly international trade, that are handled by the State Department and the Office of the United States Trade Representative. "The full way that this is going to be organized has yet to be determined," Magaziner said in an interview Wednesday. "I can't say exactly yet how the overall function I've been performing will be handled."

12:08 PM Apr. 25, 1997 PT The US Commerce Department has announced that it will create a 25-member advisory panel on encryption policy drawn mostly from business leaders. Prospective members must apply for consideration. The panel will advise Commerce Secretary William Daley on issues such as encryption export policy and "matters pertinent to the implementation of an encryption policy that will support the growth of commerce while protecting public safety and national security," the assistant secretary for export administration, Sue Eckert, said in a statement this week.

The Clinton administration has decreed strict controls on exporting encryption technologies, which provide security and privacy for electronic transmissions such as sending credit-card information over the Internet. To obtain an encryption export license, encryption products can be no stronger than 56-bit and must have a key-recovery option. Privacy and free-market advocates oppose this policy because they say that 56-bit encryption is not secure enough, and that key recovery should be optional.

Posted 03-19-2003 NTIA announces new contract with Internet Corporation for Assigned Names and Numbers (ICANN) for Internet Assigned Numbers Authority (IANA) functions effective April 1st. Although ICANN has performed these functions on behalf of the Commerce Department since February 2000, the new Statement of Work reflects an evolution in performance of tasks such as coordination of the assignment of technical protocol parameters, administrative functions associated with root server management, and allocation of Internet numbering resources. Requirements mandating quarterly statistical and narrative information and the development of new processing metrics are included in the new contract. Posted 03-17-2003 NTIA has announced the Fiscal Year 2003 grant round for the Technology Opportunities Program (TOP). For FY 2003, approximately $12.4 million is available for matching grants. The Commerce Department's Office of the Chief Information Officer is responsible for ensuring that the Department's programs make full and appropriate use of information technology. It supports the increased use of leading edge technology to enable the Department to carry out its mission better, with improved products and services at the lowest cost. The Office oversees the expenditure of approximately $1.5 billion each year for computer hardware, software, and services, and for networking and telecommunications and other information technology (IT). This is accomplished by the development of policies and other guidance for Department-wide planning and use of IT, and through a capital asset management process centered around a Commerce IT Review Board. This process reviews and evaluates proposed IT initiatives and requests for acquisitions, and also reviews and evaluates ongoing IT projects. High priority is being accorded within the Office to IT Security and Critical Infrastructure Protection, so as to ensure the integrity of the Department's systems and data and products and services based on these data and to ensure continuity of operations.

08:00 PM Dec. 20, 1996 PT Washington wags couldn't help themselves when new Secretary of Commerce William Daley fainted onstage in an ignominious debut. After all, Daley literally stumbled into the spotlight. "I've heard of falling down on the job, but not falling down before being on the job," jokes one Washington insider with ties to the technology industry. While neither a technology industry insider nor a Washington policy player, Daley had better get used to the jibes. Friends say he's a "capable guy," but policy observers openly wonder: Does Daley have what it takes to manage the Commerce Department, the agency at the epicenter of the government's debate on Internet and technology policy? Commerce controls funding for many science and technology programs, and is a key participant on several Internet panels inside the administration.
