Selecting the “best” child safety seat for your child
Statistics show that four out of five child safety seats are used incorrectly. Therefore, the “best” child safety seat for your child is the one that fits your child, fits your vehicle, and will be used correctly on every trip. Selecting the appropriate safety seat for your child along with using and installing it properly can save your child's life. The information below is designed to:
  • Educate you about the various types of child safety restraints available. The charts below list all the new child safety seats available as of January, 2001.
  • Provide a listing and descriptions of various features available on the child restraints.
  • Provide recommendations for the correct use of each type of safety seat which will help you select the most appropriate child safety seat for your child.
  • Allow you to click on the “tips for correct use and installation” sections for each type of child restraint.
Recommendations for child restraint use:
  • Use a rear-facing child seat for children from birth to at least 20 pounds and one year of age.

Nationally, these accidents are the leading cause of unintentional injury-related death among children 14 and under. Each year, more than 1,400 children die as motor vehicle passengers and approximately 280,000 are injured.Car seats and safety belts are highly effective in preventing injuries and deaths. However, 35% of children four and under ride unrestrained. Of the children in car seats, an estimated four out of five are riding in car seats used incorrectly. Kansas Safety Belt Compliance Rates:
  • 0 to 4 years: 83% 4 to 14 year: 59% 14 and over: 59%
Child restraint awareness program: Our traffic safety officers survey area schools. Every passenger vehicle entering a school is checked. If children in the vehicle are not properly restrained, the driver is given information about the importance of restraining children. Two weeks later the same school is checked for voluntary compliance. During the follow-ups there has been a 50% increase in compliance. Have your child safety seat checked: Residents can contact their closest police facility for an appointment to have their child safety seat checked.

I have learned almost everything I know about carseat safety since my first child was born 20 months ago. There are so many important, basic safety rules that I never knew before she was born. Almost everything I have learned, I have learned at http://boards2.parentsplace.com/cgi-bin/boards/carseats. This is a wonderful message board, there are certified carseat safety technicians who post there on a daily basis and are dedicated to making sure every child rides safely, as well as everyday moms and dads who have experience in childseat safety. I have never had a question go
unanswered there, even though I am not one of the regular posters.
So, what have I learned? First and foremost, do NOT turn your child forward facing until they are at least 20 lbs AND one year of age. The reason for this is that an infant’s NECK BONE structure is not strong enough to withstand a forward facing crash before one year of age. Muscle control/strength has absolutely nothing to do with this. And please, don’t be frightened by the thought of your rear-facing baby breaking their legs in a crash because their feet touch the back of the seat, even if your pediatrician has advised turning your baby around early for this reason. There is nothing to back up this claim, and even if it COULD and WOULD happen, is a broken leg really worse than a broken neck and/or spine? Babies are actually safest rear-facing until they reach the limits of their rear-facing convertible seat, even past the one year and 20 lb mark. You can read more about this topic at

Booster Child Seat Use and Installation Tips
Belt-positioning booster child safety seat
  • Certified for use from 30 to 40 pounds. (child should be at least age 3 to 4) up to 80 to 100 pounds.
  • Helps position child properly in vehicle's lap and shoulder belt
  • Never use with lap belt only
  • Booster seat without a back may be used if child's head is supported (up to the top of the ears) by vehicle seat back
  • High-back booster is recommended if vehicle has low seat back; some models have removable back
Properly restrained child in a belt positioning booster seat:
Highback belt-positioning booster seat:
  • Position the lap belt across child's upper thighs.
  • Place the shoulder belt across center of the child's shoulder. Then thread the vehicle shoulder belt through shoulder belt adjuster on booster seat.
  • Highback boosters are recommended when vehicle seat does not have a head restraint.

Backless belt-positioning booster seat:
  • Position lap belt across child's upper thighs
  • Place the shoulder belt across center of the child's shoulder. Some backless booster seats come with a shoulder belt adjuster and can be used to ensure the shoulder belt lies correctly on the child
  • This type of booster seat works well in vehicles that have head restraints

Seat Belt Positioning Devices(NOT RECOMMENDED FOR CHILDREN BY NHTSA):
  • In many cases these devices pull the lap belt up onto the child's stomach which can .cause severe injuries in a crash

Although 96 percent of parents who do buckle up their children think they are doing it correctly, carseat checkups continually show that 4 out of 5 unintentionally make mistakes that could result in their child being injured or killed in a crash. The National Transportation Safety Board has called upon automakers, the states, and others to establish permanent child safety seat fitting stations so that every parent may have every opportunity to be sure that every child is riding safely in every vehicle.
Children need to be in child safety seats until they are 4 years old and then in booster seats from age 4 to 8. Most 4-to 8 year olds are either unbuckled or in restraint systems too advanced for their age and size.

FOR IMMEDIATE RELEASE: August 30, 2001 SB-01-20 NTSB CHAIRMAN RECOGNIZES INDUSTRY CAMPAIGN FOR IMPROVEMENTS IN CHILD PASSENGER SAFETY WASHINGTON, D.C. - National Transportation Safety Board Acting Chairman Carol Carmody today commended the Air Bag and Seat Belt Safety Campaign for its important efforts to both educate millions of Americans about proper child restraints and help states strengthen their seat belt laws. The Campaign - launched in May 1996 by the automobile and insurance industries - was a response to a November 1995 NTSB urgent recommendation to establish a nationwide multi-media campaign to educate the public about the dangers that air bags pose to children. In 1996, the Safety Board issued a study on child safety in passenger vehicles that included the following recommendations:
  • All children under 4 should be required to be in child restraints that are appropriate for their age, height and weight. Children ages 4 through 8 should be required to use booster seats Substitutions of lap/shoulder belts should not be permitted for children under age 8.
