The SD Department of Social Services Child Care Services (CCS) is committed to improving the quality, availability and affordability of child care in South Dakota. CCS helps parents, child care providers and others to promote the importance of providing safe, healthy, and caring environments for children. In turn, parents and child care providers are encouraged to recognize and advocate for quality child care.
Each child care program offers unique features and services for children and families. However every family expects their child to receive quality, safe child care.
S outh Dakota's minimum child care regulations establish a foundation for basic health and safety on which a quality child care program can be built. Minimum regulations address:

The safety and quality of child care programs is further enhanced by training, technical assistance and funding available through CCS.

Out of necessity or choice, the number of working mothers and two-income families continue to increase in South Dakota. That means, more children than ever before are in some kind of childcare setting for all or part of each day. Therefore, the availability of quality childcare is not only important for maintaining a strong workforce; it is vital for the healthy growth and development of children. Studies show that quality early care and education help children achieve greater success academically and socially once they enter school. In addition, out-of-school-time programs reduce the risk factors often noted when children are left unsupervised when school is not in session. As a result, CCS has a number of responsibilities that include the following:

General Information and FAQ's CHILD CARE FACILITY LICENSURE Thank you for your interest in becoming a child care facility applicant/owner. This packet is designed to assist you in getting a child care facility license. Child Care is the care, protection, and supervision of a child for a period of less than twenty-four (24) hours a day on a regular basis which supplements parental care for the child's individual needs, daily care, enrichment opportunities and health supervision and where a payment, fee, grant or bartering arrangement is made of care. The Hillsborough County Child Care Licensing Office provides licensing information and technical assistance to all child care facilities in Hillsborough County including the municipalities of Tampa, Temple Terrace and Plant City. 1) ATTENTION: As of January 1, 2004 in order to receive a license for a child care center all child care directors/administrators will be required to have an administrator's credential as part of the minimum licensing standards.

Although licensing is intended to ensure a minimum standard of health and safety protection for children, it does not guarantee the over-all quality of a child care center or home. Child care facilities in California are licensed by the State Department of Social Services, Community Care Licensing Division. Yearly license renewal is required by the state; all licenses must be posted on the premises. Facilities that are out of compliance may have their licenses revoked if violations are not corrected. Unlicensed or out-of-compliance facilities can be reported to the State Department of Social Services, Community Care Licensing Division. The State Department of Health, the Fire Marshal's Office and the Building and Safety Department may also inspect and approve centers for safety compliance and, when necessary, issue violation notices and clearances. To find out if a particular facility has received violation notices, has been reported for other offenses, or to file a complaint, call (831) 454-4024 for family day care providers, or (408) 277-1241 for center-based child care providers. Baby sitters, live-in child care providers and family day care providers who take care of children from only one other family in their home are not required to obtain a license. The Child Care Switchboard can fingerprint these child care providers and enter this data into the Trust Line.

Child Care Unit
The original licensing law which was passed in 1919 placed the licensing authority with the Kansas Department of Health and Environment. The Department administers the licensing law as a preventive program to assure that out-of-home care for children and maternity patients will not be exploitive, unsafe, or unhealthy. The main purpose of the law is to protect the health, safety, and welfare of children receiving care away from their parents and home. It is also a consumer protection law assuring parents that the care they are paying for meets minimum standards of good care. Registration or Licensure (depending on the number of children in care) is required regardless of the motivation for providing care, and whether or not there is advertisement of or payment for services. The essential fact is that a child or children receive care away from their own homes. State Child Care Licensing Staff State child care center licensing staff are responsible under state law for the licensing and regulation of child care centers. This includes the investigation of complaints of standards violations, and illegal operations for programs caring for 13 or more children. The following list indicates responsibilities of state licensing staff that relate to child care: A. License, investigate and monitor child care centers; B. Serve as a lead facilitator of the child care quality team; C. Educate quality team members with regard to regulations and licensing procedures; D. Collaborate with early childhood professionals and programs; E. Promote a higher standard of care in child care centers and related programs including the promotion and assistance in accreditation; F. Enter all pertinent information regarding licensed child care centers into FACTS; G. Provide technical assistance to the child care community; H. Coordinate the licensing process with other regulatory agencies including the State Fire Marshal, Environmental Health, and Pest Management. I.   • Ramsey County Child Care Licensing Unit is an agent of the State of Minnesota Department of Human Services . We are responsible for licensing and monitoring approximately 1100 licensed family child care homes in Ramsey County. Child Care Providers are required to be licensed by the State of Minnesota Department of Human Services if they provide child care services beyond what is allowed as a Legal Unlicensed Child Care Provider.(See the provisions for Legal Unlicensed Care. It also registers religious and non-public schools offering child care services. The Quality Assurance unit provides information on regulations and technical assistance to prospective providers, reviews floor plans, conducts prelicensing and licensing inspections and prepares corrective action plans.
