Home Search Version Español (24 September 2002) U.S. trade officials held simultaneous meetings with their counterparts from Central and South American countries September 24 to advance their common goal of building stronger trade ties within the region and world-wide. In Washington, U.S. Trade Representative (USTR) Robert Zoellick met with the four ministers responsible for trade from Mercosur members Argentina, Brazil, Paraguay, and Uruguay. In Managua, Nicaragua, a delegation led by Assistant U.S. Trade Representative Regina Vargo held consultations with Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua which have as a group expressed interest in free trade with the United States. "I am pleased that so soon after September 11 we could stand united with two groups of Latin American nations to advance our shared commitment to openness through increased trade liberalization," Zoellick said in a September 24 news release. The ministers' meeting in Washington was called following the recent International Monetary Fund (IMF) agreement with Argentina, and was held pursuant to the 1991 "Four-Plus-One" Rose Garden Agreement between the United States and the Mercosur countries. The ministers pledged to cooperate to help launch a new round of global trade talks this November and for continued progress on the Free Trade Area of the Americas (FTAA). The Four-Plus-One ministers also said they would reinvigorate the Council on Trade and Investment established by the Rose Garden Agreement, and announced the creation of working groups within the Council in the areas of agricultural trade, industrial trade, investment, and electronic commerce.

What is the Vía Campesina?

Via Campesina is an international movement which coordinates peasant organizations of small and middle-scale producers, agricultural workers, rural women, and indigenous communities from Asia, Africa, America, and Europe.
It is an autonomous, pluralistic movement, independent from all political, economic, or other denomination. It is integrated by national and regional organizations whose autonomy is jealously respected.
Via Campesina is organized in eight regions as follows: East Europe, West Europe, Northeast and Southeast Asia, South Asia, North America, the Caribbean, Central America, and South America. There will soon be other regions organized in Africa.
How was Vía Campesina created?
Its origins go back to April 1992, when several peasant leaders from Central America, North America, and Europe got together in Managua, Nicaragua, at the Congress of the National Union of Farmers and Livestock Owners (UNAG). In May of 1993, the First Conference of Via Campesina was held in Mons, Belgium, where it was constituted as a World Organization, and its first strategic guidelines and structure were defined.
The Second International Conference was held in Tlaxcala, Mexico, in April, 1996, which was attended by 37 countries and 69 organizations in order to analyze a series of issues that are of central concern to small and middle-scale producers, such as: food sovereignty, agrarian reform, credit and external debt, technology, women?s participation, rural development and others.

Latin America
Latin America is a large and diverse region of over 30 countries. It includes Mexico (which is a member of the OECD but not of the IEA), Central America, the Caribbean and South America. Venezuela and Mexico are among the world's 10 largest oil exporters and Brazil is the fourth biggest non-IEA energy consumer. IEA energy projections suggest that the region's energy demand will double between 2000 and 2020. Infra-regional energy trade is growing rapidly and South America also has the potential to become a significant exporter of gas -in addition to oil. The IEA has an active energy policy dialogue with the largest countries in the region: Mexico, Venezuela, Brazil and Argentina. Cooperation and joint events focus on energy market reforms, energy efficiency, renewables, climate change, energy statistics. Development Studies
Courses in the Development Studies Stream have been selected to provide students with a broad, interdisciplinary education focusing on the conditions and problems of less-developed countries comprising the so-called "Third World", the history and theory of economic development around the world, and the geographic and environmental consequences of "development".
The recommended courses in this stream include examinations of specific aspects of third world development in all of the disciplines involved in the program. These include courses in the history of European expansion and colonialism, anthropology and sociology courses dealing with comparative cultural and social change, history, political studies, geography and economics courses which deal with specific regions of the third world and courses which discuss in a broad international context issues of particular importance to development (resource use, the environment, urbanization, health, gender, indigenous issues, and agriculture). Courses of particular relevance from the Departments of Native Studies, Women and Gender Studies and Community Health and Epidemiology are also included.
Students specializing in this stream will also have the opportunity (and will be strongly encouraged) to study aspects of development in field courses and study abroad programs held outside of Canada. These currently include opportunities to study in Central and South America and Africa. With the approval of the Coordinator of the International Studies Program, such courses may take the place of recommended courses in this stream.
