Date June 3, 2002 "In recent weeks we have expanded our services with the Costa Rica Express service," said Mark Miller, the corporate communications manager for Crowley Liner Services. "It is a direct result of demand from customers in the wearing apparel business." Tracy Mondor, a Southwest International Shipping company representative, described the Central America trade as "steady" and "not overbearing." She said that her company is not planning on expanding its services primarily because of a poor global economy. But she added that long-time stability in the region both economically and politically is what is keeping her company from reducing its services.

Subzones are special purpose zones, usually at manufacturing plants. Contact points for over 200 FTZ in the USA. Project Summary
    What is the project?
IISD and IUCN have launched a collaboration to build capacity on the issues of trade and sustainable development in developing countries. The aim is to increase awareness, knowledge and understanding of the issues among developing country research institutions, NGOs and governments. The project has three inter-related streams. The first involves research and workshops in selected countries. In each country, a research partner organization will survey the key domestic trade and sustainable development linkages, and go into greater depth with two or three case studies. These papers will then be the basis for three-day workshops in each country, with IISD and IUCN contributing a picture of what's happening at the international level. The audiences will include policy makers in trade and environment ministries, environment and development NGOs, research institutes, and business. The goal is to inform policy makers, primarily by strengthening capacity in civil society, through both the research and the workshop process. The result should be a sustained dialogue on national interests in the area of trade and sustainable development, and a stronger Southern voice on the issues internationally. The capacity gained in the process should be valuable as WTO Members prepare to review the Uruguay Round agreements and to begin new negotiations in a number of areas.

CITES ASSUMES NEW ROLE IN REGULATING TRADE IN ECONOMICALLY VALUABLE SPECIES
The Convention on Trade in Endangered Species of Wild Flora and Fauna (CITES) has assumed a new role in regulating international trade in endangered wildlife with a number of landmark decisions taken at the 12th Conference of the Parties in Santiago, Chile (3-15 November) related to economically valuable species, including mahogany and sharks. Furthermore, while many conservation groups expressed disappointment with the approval of one-off ivory sales, they hailed victory on a number of fronts, such as a rejection of Japan's proposals to down-list certain species of whales and to regulate the trade in seahorses for the first time. Increased protection for mahogany and sharks One-off sales of ivory allowed for three countries Conservation groups were divided in the reaction to these decisions. Many expressed anger with the approval of the sales, describing it as a "death warrant" for elephants. "Poachers, smugglers, and profiteers are not interested in the fine print that outlines the conditions attached to future ivory sales, nor in the 18-months delay before any sale can take place", said Will Travers, president of the Born Free Foundation and chairman of the Species Survival network.

    The Look FIRST Campaign
Full Impact Review and Screening of Trade
Since its founding, Women's EDGE has been advocating that at a minimum, the U.S. government should analyze the potential impacts of trade liberalization for women and the poor in the United States and in developing countries that sign agreements with the U.S. before negotiations are closed. In other words, we should "look before we leap." If trade policymakers were to first analyze how women and the poor may be affected by agreements being developed, then negotiators would presumably be able to craft policies that enhance areas where there are gains and mitigate areas where there are losses created by liberalized trade. This concept is not new-the USTR has already committed to examining the potential effects of trade agreements on the environment spurred by an Executive Order that former President Clinton issued in spring 2000 that has not been negated by President Bush. The overall goals of the Look FIRST Campaign are to:
Pressure the U.S. government to conduct a IR of all trade agreements under negotiation
