The U.S. Department of Justice, Office of Justice Programs (OJP) is currently implementing Glynn's DynaContentBuilder Content Management Software, as the Internet solution for all of OJP. The concept is to establish controls on template designs, content management, approval processes, roll-back abilities, and a preview mode to display changes to web pages to include highlighting of the new version verses the old version for comparison. The software's Super Administrator™ features ensures user validation, access to level users to Activity Reports and Tracking controls, and new user assignments. The Internet will be a server-side application allowing access by OJP and its Contractors from remote locations.

Trauma and Disaster Web Portal under Development for the National Institute of Mental Health Working under a Small Business Innovative Research Grant (SBIR) awarded by the National Institute of Mental Health, Glynn Technologies is developing the Trauma and Disaster Web Portal for Children. Working with the Sidran Institute and other experts in the field of disaster and trauma, Glynn conducted user focus groups, interviews, and one-on-one usability testing. The Statistical Data generated from this research was used to determine the Graphical User Interface Screens and the navigational features for the Web Portal. A unique "user-specific" approach allowed each constituent group the ability to customize their information for retrieval at a later date.

Michigan's Missing Children Information Michigan's Missing Child Information Clearinghouse (MMCIC) was established under HB4482, 5/20/95. The clearinghouse is housed within the Prevention Services Section of the Special Operations Division of the Michigan Department of State Police. The clearinghouse operates as an information and referral resource to the public, local law enforcement, and other state clearinghouses. It provides information and guidance, where possible, to these entities. The clearinghouse oversees and ensures that law enforcement agencies follow the mandates of the law as it relates to the immediate entry of missing children (less than 17 years) into Michigan's Law Enforcement Information Network (LEIN)/National Crime Information Center (NCIC) system. It establishes that parents have followed all the proper procedure for reporting a missing child to their local police department and getting said child entered into LEIN/NCIC. Reports of runaway, parentally abducted or otherwise missing or exploited children are made directly to local law enforcement agencies. Information on the sighting, or possible sighting, of a missing child may be made directly to the National Center for Missing and Exploited Children's 24-hour toll-free hotline at 1-800-THE-LOST . Federal employees can see how some government agencies resolve discrimination complaints on a new Web page launched last week. The Equal Employment Opportunity Commission has created a Web page with information on the federal alternative dispute resolution process, ranging from frequently asked questions about the program to the types of ADR techniques agencies use to handle discrimination complaints. “This new federal sector ADR Web page will serve as a valuable online resource for federal managers, employees and applicants alike,” said EEOC Chair Cari Dominguez. “It will assist federal agencies in implementing and improving their internal ADR programs.” Agencies have used alternative dispute resolution programs since the mid-1990s to cut the time and cost of traditional administrative and legal procedures used to resolve personnel and contractual disputes. Regulations requiring agencies to put ADR in place took effect in November 1999. ADR includes a wide range of techniques, such as mediation, fact-finding and arbitration. The page provides users with basic information on the ADR program, such as when agencies can offer it, whether employees can withdraw after enrolling and contact names and numbers. It also describes the types of resolution techniques offered by agencies, including mediation, peer review and settlement conferences.

"Unfortunately, some classifieds mislead job hunters about the availability of jobs. IBM Logs On To E-Gov Projects

IBM Corp.'s government unit is chasing electronic commerce, procurement and citizen services projects in both domestic and international markets as Big Blue positions itself as the leader in electronic business.
The government market lags its mighty commercial counterpart, but "it is only a matter of time before e-business will impact every government agency," said Ken Thornton, general manager of IBM Global Government Industry.
Thornton estimated less than 10 percent of global government services are delivered electronically. "In the future, that number will climb to 80 or 90 percent," he said.
Gerstner's comments sent IBM's stock price surging from $225.50 to a record $246 per share May 13.
The system integrator's stock price has soared 43 percent since April 21, when its first-quarter earnings handily beat analysts' forecasts.
"I think IBM wants to change its name to EBM," said Sam Albert, president of Sam Albert Associates, a management consulting firm in Scarsdale, N.Y., that tracks IBM. "If you work at IBM today and you don't have electronic business on your mind, you'd better find another job."

Four years after first targeting the U.S. government for added sales, computer manufacturer Hewlett-Packard Co. has formed a public-sector unit to extend its reach into state and local governments and better serve these customers.
HP, based in Palo Alto, Calif., is the No. 3 computer products manufacturer worldwide and is gaining ground in the federal market, said Guy. When the federal organization started four years ago, it quickly snagged 12 percent of the federal market involving services, support, software and hardware, according to HP estimates. The federal government spends about $7.5 billion annually in IT hardware purchases, a company official said.
Guy said the company is working toward its goal of doubling that figure in the federal arena, and now wants to reach that same goal in the state, local and education market. HP does not break down its revenue from its government business, Guy said.
For example, HP won a contract from the state of New York in May that allows agencies there to buy computer products directly from the company online instead of through a company reseller.
