1. NAME AND PRINCIPLES
  • The name of the Party shall be Canadian Reform Conservative Alliance, hereinafter referred to as the Alliance.
    The Principles of the Alliance are those set forth in "Schedule A" appended hereto which is incorporated into and forms a part of this Constitution
    The Policies of the Alliance are those established through the Constitution process herein and set forth in the Canadian Reform Conservative Alliance Policy Declaration and the Policy Declaration Action Plan.
    The Objectives are to: build a national coalition of people who share these Principles and Policies and who reflect the, geographical cultural and socio-economic diversity of Canada; develop this coalition, while embracing our differences and respecting our traditions, yet honouring a concept of Canada as a united nation being greater than the sum of its parts; and provide an organizational framework within which Members can effect change, gather public support for its Policies and influence government through the election of Members of Parliament, for the betterment of Canada.

    I. Introduction The topic of this paper is Charter-induced transformation of political community. Charters or bills of rights are central ingredients in the constitutional make-up of modern democratic polities. They confer rights upon individuals and groups and evoke civic identities and collective self-conceptions. The Canadian Charter of Rights and Freedoms is central to Alan Cairns’ Citizens’ Constitution Theory, which deals with how constitutional culture – the civic identities and collective self-conceptions that emanate from the constitution – affect constitutional change. The critical change in the country’s constitutional culture that the theory addresses is the inclusion of the Charter in the Constitution Act 1982. This inclusion injected a far stronger participant ethos into the Canadian constitutional culture and helped spark a period of ‘mega constitutional’ politics in Canada. Constitutional politics at the mega level, as Peter Russell notes, is “concerned with reaching agreement on the identity and fundamental principle of the body politic.”(Russell 1993:75) Canada is unique in the world in that it has been involved in mega constitutional politics
