    THE QUEBEC SECESSION REFERENCE: PITFALLS AHEAD FOR THE FEDERAL GOVERNMENT BY JOSE WOEHRLING The federal government has asked the Supreme Court for an advisory opinion on the legal rules applying to the secession of Quebec from Canada. Ottawa apparently hopes that the ruling will be helpful in opposing a new referendum on sovereignty, which has already been announced by Mr. Lucien Bouchard. However, such a strategy could well backfire and lead to political consequences harmful to Canadian unity. The Attorney General of Canada has taken the position that neither Canadian domestic law nor international law allow Quebec to unilaterally secede from Canada. At the same time, however, he stresses that he "does not question the authority of the government of Quebec to consult Quebeckers through a consultative referendum or the right of Quebeckers to express themselves in this way". SECESSION AND THE CONSTITUTIONAL AMENDING FORMULA
    In his factum, the Attorney General of Canada rightly asserts that the secession of a Canadian province is not allowed under the unilateral amending power of the provincial legislatures set out in s.45 of the Constitution Act As a matter of fact, this provision only authorizes modifications to the internal constitution of each province. Obviously, the secession of a province from Canada would affect the whole fabric of the Canadian Constitution and not only the separating province.

    The Canadian Federation in the 21st Century
    This project, under the direction of Board member Claude Couture, was funded by the Office of the Secretary of State and has been partially realized in the form of a conference having been held this past December in Edmonton, entitled: "Federalism, Identities and Nationalisms." This project seeks to assess the state of Canadian federalism and the demands that are being placed on it from a variety of different constituencies. By way of these conferences and the publication of their proceedings, it is hoped that we might gain a better understanding of what changes might be necessary for the more effective functioning of the Canadian federation.

    What is the Canadian Charter of Rights and Freedoms
    The Canadian Charter of Rights and Freedoms is one part of the Canadian Constitution. The Constitution is a set of laws containing the basic rules about how our country operates. For example, it contains the powers of the federal government and those of the provincial governments in Canada. The Charter sets out those rights and freedoms that Canadians believe are necessary in a free and democratic society. Some of the rights and freedoms contained in the Charter are:

      the right to live and to seek employment anywhere in Canada

    It depends on how Canada's Anti-Terrorism laws are administered "at the street level", so to speak. Canada's governments allowed, and even helped to pay for Dr. Ewen Cameron's torture of Canadian citizens at the Allen Psychiatric Institute in Montreal during MKULTRA . Canada's governments are currently using ridicule and denial to allow growing numbers of citizens to be used as "lab rats" in today's updated, highly deniable, silent but painful, "research" into military psychological warfare by some apparently rogue elements of government and/or defence-connected industry. (Not possible, you say? Eight of these guinea pigs eventually won a law suit against the U.S. Government over these atrocities.) This writer, Eleanor White, at the date the email below was sent to concerned Canadian Action Party supporters, had encountered 28 people in Hamilton alone who report the classic symptoms Canadian visitors to this page are urged to remember Adolf Hitler's burning of the German Parliament (Reichstag) as one step of a long series of LEGAL usurpations of power, resulting in a LEGAL ascent to total dictatorship. The means to do this so quietly that the average "Joe Sixpack" citizen will not be aware this is happening are being used right this moment on a small but growing number of your neighbours. VIGILANCE is essential to be sure that these Anti-Terrorism laws don't totally eclipse the Canadian Constitution.
